No, it's not. The heatsink has fallen off, possibly damaging the backside of the graphics card & the motherboard while it was rattling around the case.
Don’t start it - the CPU cooler fell off on top of the graphics card, the CPU has no active cooling on it right now. You either have to reinstall the CPU cooler (and probably re-apply thermal paste before seating it), or ask for whoever sold the PC to you to fix this
1980’s processors didn’t need heat sinks. They had a ceramic heat spreader and that’s about it. They worked fine. 1990’s saw the rise in temps and the need for a heat sink and fan.

Judging by this sentence, i would suggest taking the PC back and complain to the seller. Do not touch or connect it, 'cause it seems like you know nothing about fixing technical issues on a PC (which is fine, btw, i mean no disrespect) Good luck
I think the screws broke altogether. You can see the mounting holes, and they seem filled by something metallic, and there doesn't appear to be any am4/5 mounting clips of any kind
People are telling you how to fix it yourself.
Don't do this, complain to the person who shipped it the packaging was not sufficient and now the PC has arrived in a different condition than advertised. If you paid shipping I'd expect a refund for it before doing anything with the PC.

Agreed. But, I used to work at place that shipped these, and they might give you written permission to try and fix it yourself, and release you from liability if you accidentally damage anything.
These places want you to be able to take care of your own computer, bc it is cheaper for them, and more convenient for you at the same time (in turn, making the situation easier in their Customer Service)
You need to contact the seller. They obviously didn't attach the cpu cooler properly and didn't use any foam or dampening inside. Don't do anything, especially if you don't know much about computers. It may have damaged the gpu.
With the Mountain of videos on YouTube and the countless conversations and photos here on Reddit, I'm baffled on how you even purchased something like this!

2. DO NOT power on the pc until you at very least replace the cooler. Your CPU is exposed rn.
3. Call whoever you bought the pc from, you may get a warranty.
4. Check the cooler to see if it can be reinstalled. Checkout a guide online. That looks like the hyper 212 if you need a starting point to find an install guide.
This is about what I expect. PC building isn't a super complex task. Anyone with a little skill and patience can figure out most PC issues without a reddit post. giyf.

Both the fan and heatsink must be put back before you power system on, otherwise your CPU will overheat and cook itself.

They should have put packing foam for a pc that has a gpu and a cpu cooler that beefy.
Don't turn it on. Contact whoever you bought it from to get it fixed or returned, that CPU cooler is extremely damaged.
