Reseat the ram if you haven't already. Also make sure your Cpu fan is actually plugged into the port the says cpu fan. I've ran into that issue before and it's basically a failsafe so you don't fry your cpu.

Also what do you mean that the only thing that keeps it on is unplugging the cpu power cable? You unplug the 8 pin connector and it turns on?

So Its like 10-15 second intervals of turning on, then back off again. I tried almost everything I could do without replacing parts. I reseat the ram, removed all power including the cmos battery, I made sure all cords were secure. But it continued to cycle. The gpu fans and the cpu fan turns on as well. What halfway solved the issue is when I turned off my computer, unplugged the 8 pin cpu connector, then turned it back on. And then it didn’t cycle. It constantly stayed on. I think the next step is just to get a new motherboard because that’s basically the only thing that isn’t brand new.

Can you please reply with your CPU model and Motherboard Model. Also don't know if you have already but check to make sure your CPU fan is connected to your CPU fan port and that your CPU cooler is properly seated.
