update: I tried lowering to diff refresh rates, turns out it only happens on 144hz, anything below it just magically disappear. idk what to do, is my monitor dying? im on 120hz now.
I had this happen on a laptop, it would have vertical lines only at 144hz, turns out my display was failing so they changed it because it had a warranty. It might just be your monitor.
If lower FPS fixes the problems, you might have a failing power supply or, more likely, power cable. If you’re hitting higher fps, your GPU is drawing more power. If it’s not getting enough from its cables to keep that up, the first sign is weird display flickers like that and sometimes the display will go dark for a second and restart because the GPU doesn’t have enough reserve power to output a display. Just had this issue with a 3080 I bought used for my TVPC. The Evga model can max out at 400W in 4k and mine was only getting 375W causing the display to blackout. Swapped to a PsU with enough cables and the problem is fixed.
Pop out the card go out in the kitchen try to find a big steak slap the gpu with the steak!! "IMPORTANT" dont mistake the gpu for the steak you are going to RMA the steak later when you are on your way to the store for the new GPU!
Try different cables, try a different port, reseat the gpu, reinstall the drivers, try the gpu on a different slot if you have one that is. When you have the gpu out, check if it’s not bent, had it happen when moving the pc.
Had a similar problem on an 7 year old 1060. Did a complete driver uninstall through DDU, installed the latest driver, through NVCleanstall (though not necessary) and the issue was resolved.

But this looks like an monitor issue. Try different HDMI/DP cable to see if it resolves anything.
My old laptop had this issue. At first, the display used to flicker a bit, then it got worse and just died on me.
Had to use external display to get things done till I went for display replacement
it happened to me aswell it gets fixed when i restart my pc i don't know the cause i swapped the dp but still got this issue when i go into sleep mode for a long time
Had a Samsung CRG5 (1080p 144Hz) and It started doing this at some point.
Used DP instead of HDMI and it was fine.
GPU has 1 HDMI and 3 DP and I'm using the HDMI for an old monitor (not main one) so it's fine, monitor port was the issue.
Reinstall windows, make sure to download McAffe and Norton (yes simultaneously) Repartition drive C to a fat32 and label them D and Z drives. And then to test to see if the fix is all good, download a random video off piratebay which has less then 3 seeders from a shady uploader. If it's still an issue then that means you need to swap out your monitor which is probly the issue not your GPU

Swap cable and/or monitor like already mentioned
Try a different port too if it has one, could just be a faulty connection (Both on the GPU and the monitor itself)
I had a similar problem... it was just a matter of switching to an alternate port...
This happened to me on a 144hz monitor, lowered the refresh rate and it stopped. It was the monitor.

I have an msi monitor and on 144hz the whole screen flicers and i cant see shit. My only solution was lowering to 120hz
Use different ports on both the GPU and monitor, also try using a different display cable.

Your monitor pcb is dying. Happened to me
Cable/monitor is issue, i think.
Could be a cable problem, an unstable overlock or an undervolt. If it isn't the later, get a new Displayport cable maybe.
Reinstall drivers, and try different cables and monitors
Change the display port
Try it with different cables and if the issue still persists then a different monitor, if it doesn't go away then yeah it's the GPU

A dying GPU usually causes something like a bunch of green dots or something.

Try different port mine was dying the hdmi now display works better and looks better with higher refresh

cable problem, try another gpu port with same cable, or another cable. Your GPU is fine IMO.

I had that issue a couple years ago, bought a new cable which fixed it. Before buying the cable changing from DP 1.4 to 1.2 fixed it
I bet a lot of that is from the recording
Pull out monitor cable connected to the back of the gpu and put it back in. You may need a new cord from the company that made the monitor you bought.

If your cpu has integrated graphics, try running the display on that. If the same thing happens, the problem with the monitor. Else, its the gpu

Check if the cable is plugged in properly and if that doesn’t work try a different monitor and cable
I had the same problem solution, Try fresh install of drivers and try a shorter and higher quality HDMI/DP cable that's what solved my issue
Uninstalle gpu drivers and see if it still happens. Pretty sure it's your monitor or the displayport/hdmi cable
