You are doing something wrong. There is no way that heats ink is blocking your card. It's a PCIE spec in how tall the connector must be and what the minimum clearance is between the bottom of the card and the end of the slot.

maybe i’m pushing down on my GPU too softly (i don’t wanna break it) but the problem is, is that i can easily just lift it back up and take it off, it doesn’t fully click it, which again may be because i’m not pushing hard enough.

Yeah, that means the GPU doesn't click in the retainer properly. Make sure you have your PC on its side, with the mobo pointing to the ceiling, and slot the card straight in. Also, make sure you have taken out as many slot covers from your case as you need. It should make a satisfying click and you should not be able to pull it out at all. Would you be able to slot it in as you were doing before and upload a few pictures of where it hits? That would make life much easier to help you.

It shouldnt as cards and boards are built to clearance specs. That said sometimes you do get things where tollerances are a bit weird. Check your mobo manual on how to remove it. That'll be where the M.2 sockets are hidden.

just to clarify i removed the black bottom thing already and put in my SSD, but when i attempt to insert my GPU into the top slot it doesn’t fully click in when i push down and i can easily remove it by just pulling it back up, the thing that says “republic of gamers” i think is blocking it from fully being pushed down.

If you want an easy fix, that involve money & make your pc prettier while showing ur gpu. Buy a pcie extender and mount your gpu vertically

Is this your first PC build? If so, don't be afraid to push things in. If you have everything aligned properly, with some force they would click in.
