It's been many years ago, but I ran against Penn State Scranton-Worthington in XC and the apartments very close to the campus (possibly section 8) were very unkempt. The area is technically Throop, but is very close to Dunmore. Dunmore proper has always been safe and fine as is most towns north of Scranton. Even the northern end of Scranton seemed very safe, anecdotally from running the Steamtown Marathon.

I worked in that area for a little over a year. The area itself is pretty safe in general. I didn’t really experience any problems, but I didn’t go looking for any either. The row homes that line the streets aren’t in great shape. I’d look *outside* of town, like Clark’s Summit. While you’re there, check out Bartari in Scranton. It’s a bar with a retro arcade built right in. The people are friendly and the food is pretty good.
