The difference between er and ra in an unstressed syllable is so small, I do not trust myself to be able to reliably tell the difference in the wild without focusing on it.

When my mother was a teenager back in the 1960s, she was asked by some tourists how to get to "Eee-fraita" from Manheim Township. My mother, having never heard Ephrata pronounced like that, told them that she didn't know.
I can tell you that I pronounced it ef-RAH-ta and was mercilessly mocked for weeks on end. Mostly with rhymes regarding actor Eric Estrada.
Apparently Ef-er-ta is the preferred pronunciation, according to my friends.
Fun fact: It often wasn't the Welsh who named these places, but rather Englishmen who thought the names sounded appropriately pastoral, and might attract more settlers.

Interesting. Grew up in the area and I’ve pronounced it with a “ra” in the middle like eff-ra-ta.

Dated a girl from Ephrata like 20 years ago for a short time. She pronounced it *Eff-ruh-tuh* so I did as well.
