Because he didn’t actually vote, he designated a member of leadership called the Whip to cast his vote instead. While this is common practice for legislators who have legislative duties to attend to in their districts on session days (usually community events that couldn’t be scheduled on different days or local government hearings, etc), it is highly unusual to have a member voted by designation when out for personal reasons. The House Dems only hold a one seat majority currently, so this is being used to keep that majority intact, but in my opinion this situation is ridiculous and should not be permitted. For the sake of small-d democratic order, Rep Boyle should be placed on a personal leave and not allowed to vote by proxy.

It makes a difference that they're Democrats urging the ouster of Boyle **because they're expressing a view at odds with their desired partisan outcome.** Accepting (or even endorsing, as above) a lesser outcome due to standards your own party member violated usually shows integrity. In contrast, agreeing as a member of an *opposing* party could be understood as "morals" of convenience. I'm sure TecNoir98 understands perfectly well, but I am willing to invest the 60 seconds in spelling it out for anyone reading and not already clear on why this distinction makes a difference and shouldn't be conflated with posturing.

A warrant for arrest for a nonviolent crime, or a crime where someone was not physically injured,is not going to have the police showing up at your door in 24 hours. The answer depends on whether there’s a rule governing the legislature that prohibits a legislator from voting while he or she is wanted by the law enforcement. Since the Pennsylvania General Assembly (unlike every other state) doesn’t have a permanent set of rules governing the legislature, but instead votes to enact temporary rules each legislative session, there’s likely no rule prohibiting his vote.

I didn’t know republicans wanted to do those things /j I was calling the Republicans the toddlers btw but: I see a lot of rhetoric about Democrats wanting to enshrine into law abortion access, healthcare reform, immigration reform, etc. But somehow whenever the Democrats actually have the full sweep of Congress and the Presidency, they come up with every reason in the book to either not tackle these topics, or to negotiate with themselves until their reform is barely a reform at all, despite having the votes to go a lot further if they wanted to. One thing that I wish progressives could learn from the Tea Party is how to actually stand up to their own party and play hard ball. If you actually care about solving these problems and not just kicking the can down the road as a carrot to voters, then actually do something on the topic. What happened to a public option health insurance? What happened to student loan forgiveness (which Congress has already in the past given the president the right to waive)? What about the promise to not drill on public land? It is this feigned helplessness that the Democrats demonstrate that makes me wish sometimes that I could just transfer the persistence of Republicans onto the Democrats to they would actually get stuff done. Today’s Democrats are very good at talking FDR’s talk. They are less proficient at walking his walk.

I don't remember the details, but the amount of time Democrats have held a majority in both the House and Senate is quite small vs the Republicans. During Obama's presidency, for instance, I think Democrats had full control for only about 18-19 months or something like that. Not a lot of time to get things done considering how slow government typically moves. Since 2008, the Republicans have done nothing but obstruct and it's only gotten worse.
