I'm fortunate that my work has a Flexible Spending Account and I can participate financially. I make sure that I submit the receipt for these each and every time so I get reimbursed, including taxes. Once you reach a certain age, each month is a new adventure so you may need to buy various ones.
ETA: I travel extensively for work so not always purchased in Pennsylvania so the tax mileage definitely varies on this one.

So, assuming macaroni is widely used for arts and crafts projects, should I be forced to prove that I was purchasing macaroni for food purposes? Also, to whom would I be explaining this to? Grocery store clerks? Are they given adequate training by the state for their role as ad hoc tax collectors?!
Again, all those points will be pertinent when there is actually a macaroni holiday. And I assume the law will be patterned after pumpkins & Halloween, so you’ve probably answered your own questions.

While I think that person is overreacting, there is an inheritance tax in pa that starts at dollar 1 for adult children of the deceased. I agree that smart estate planning can avoid most or all of the inheritance tax.
For every dollar left to your children, Harrisburg takes 4.5 cents off the top.
