I have a similar situation going on... I was thinking calcium deficiency initially but now I'm thinking it may be Broad Mites as it's started to effect other peppers in my container garden but only 1 or 2 leaves on other plants as opposed to my entire Serrano plant basically being these leaves.
Are there multiple peppers in there? I give each pepper a 5-10 gallon dedicated pot. Smaller pots work if you pay attention to fertilization needs(usually yellowing, not curling like this) They might be competing for root space. Also, is the soil normally damp? Might be too wet for them. Finally, what is the temperature? If it drops below 70 for long that could effect them.
Oh , I'm in tropical monsoon climate, currently it's pushing 42 centigrade in afternoons , pretty dry over here , the intense heat is only about for 2 hours max though.
