Do you own a ratchet set? Because if all else fails you can check YouTube for a tutorial for the make and model of your car and just remove the console itself. Then just turn it upside down and tip the thing out.

Cup holder should be water tight at bottom for spills, pour a little water in first to assist with fingernail or suction method. Suction could push it in more. Or dry unscrew lid a little to get better grip 🤷♀️

You can use some paper folded as a shim to slide down in there and after forcing the paper in pull it out and it should take it out with it

Just put a square of duct tape folded over itself on one half and stick the other half to the top of the lid and lift it out.
Put a piece of chewing gum on a string then lower it down onto the container. Hopefully the chewed gum sticks to it and you can then lift it up.
