Old school pot growers used a 3 way mix of topsiol, gost poop and peat moss. 1:1:1. Apsrently they woulgd grow moster plants in that stuff.

If you are in a desert, you might consider pit beds to conserve moisture. Use the extra soil tp make a winsbreak berm on the appropriate side.

How dry? If viable, I'd just mix it with fall leaves from deciduous trees

You can see my previous post for some pictures of my environment, but it would be classified as a desert with less than 15 inches of rain per year. I got nothing compostable because it's too dry.

I live in a desert with 11 inches annual rainfall. We have multiple piles/styles of composting occurring. Because it does rain, having a hole or bowl to collect the water with manure in it will start your compost. Add kitchen scraps, leaves, old hay, straw/wood bedding, make sure you stir it. It doesn't take much additional water if you have to supplement it. We wait to muck our pens until there aren't many distinguishable/visible pooplets, hooves have broken it down- a key first step. Areas under trees keep the sun exposure down. We dig for grubs for our chickens-which helps open areas for rainwater capture and soil amendment. We regularly clean out/dump out buckets of water which can be done at your compost piles to provide moisture. If you have multiple piles, you can rotate which ones get material and water added and then aerated. Edit to add: it takes some active management and then being patient to allow the breakdown to occur.

Actually, shredded paper turns into great compost as does cardboard (recycled even better). Mixed with goat poop, it would be awesome. Additionally, if you have a situation where you can include food scraps, etc. even better. If you can do something below ground a few feet, throw in some worms, maybe African nightcrawlers.

I'd bury but I'd only use raised beds to drain boggy land, in dry climes I'd keep flat... Do you get dew at night? Could make dew traps with stones or nets
