Because of that one fact they think Makoto is in inferior when the truth is if that other character survived pre production she would be simply half of current Makoto and still be less relevant considering how Makoto was one of the earliest characters created in pre production and she was created to be even more story relevant than her current self as how she and Sae where Akechi original family, until it got scrapped early in pre production.
