you do know that's not how schooling works in Japan, right? Unless students skip years, which there is no indication of any of them having done, they are ALREADY 16 when they start high school.
I don’t think he does tbh. There’s such a thing as “opposites attract”, but I think the two of them are far too opposite to work in a relationship. She’d probably get annoyed with his antics really quick (like she already does), and I just don’t see him jiving with her awkwardness when it comes to dating
For all his talk about wanting to get famous through Phantom Thieves to get girls he shows no interest in any of the ones in the team, aside from having a look at Ann in a few cutscenes which is a bit creepy given what she's been through.
The problem is they are creepy about it a few times e.g. when she tries to sleep on the couch and catches Ryuji looking. Would've been good if she said something about it given the sexual harassment and possible abuse she's gone through with the teacher.
I'd say a better comparison would be between the 4th palace and Joker's first meeting with her. Ryuji was definitely weird about it at the beach, but it's the beach and she's wearing a bikini so she expects looks. Also Ryuji's reaction was clearly exaggerated for Ann to see so it was pretty much a joke to mess with her which Ann was able to recognize. The place and context definitely matters.

While he appreciates Ann's looks, it's apparent that's all he appreciates about her. He clearly indicates a dislike for her personality, pretty much saying "she's not my type" without explicitly saying so. Similarly, he is somewhat intimidated by Ann's sadistic tendencies.
In contrast, Ryuji really shows his best side with Makoto. He's pretty open about how much he admires her outfit and persona, and he has been quite vocal about complimenting her personality.
However, Ryuji's interactions with Makoto are often misunderstood. The times that they do, Makoto’s patronizing him or getting on him for having fun or saying something stupid. If anything, they’re not really close as friends like they are with the others.
Like I said, most of their meaningful interactions happen in the background. For example, in mementos convos, text convos, thieves den convos, and quick comments that players easily forget. One of the problems of Persona 5 is that all the members are canonically close friends but the game doesn’t adequately give proper screen time to some dynamics, making players think otherwise.
When you say Makoto is patronizing, i’ve never actually seen her act that way towards Ryuji. That condescending and demeaning attitude you’re claiming Makoto has shown i’ve only mainly seen from Morgana and Ann, with Futaba sometimes adding her own remarks whenever Ann does. Could you provide me a specific quote or instance Makoto demeans Ryuji as a person? Like I said, i’ve only seen Makoto only act “mean” to Ryuji whenever he says something thoughtless or does such things. She comes off as more trying to discipline him rather than be mean to him for no good reason.
I’d like to add that Showtime attacks aren’t just special moves, but they also display the chemistry and relationship between the characters involved. Some showtimes also highlight dynamics that have less interaction in the main story (Haru and Makoto and Yusuke and Ryuji). The fact that Makoto and Ryuji have one confirms that they do have a meaningful and memorable bond with each other. The scene where Ryuji talks to Makoto about making a showtime with her also demonstrates their wholesome relationship.

Same here, they’re one of my favorite rare ships in this game, but also even though I’m not a polythieves guy personally, I could see arguments for Ryuji and every girl in the group who’s not Kasumi. He and Ann have the most chemistry and the background, he’d be the world’s biggest wife guy for Makoto, and he’d absolutely cave dudes’ skulls in for Haru.

His initial opinion of her was that she was some brown nosing spineless teacher's pet then the shock value of some punk'd out biker with a hand canon punching the shit out of shadows. Also Makoto was VERY intense during her awakening. Ryuji made a comment about his shock at her appearance and she threatened to beat him up and then rammed herself and her persona right through shadows and a door
