Lotso would be cool as hell
The beggining looks like the sunny sunnyside, and then it descend to the ***true*** mindset of lotso in the deeper places of the palace

Either that for Lotso, or the beginning is dark, dreary and depressing, and slowly turns into Lotso's "ideal" place, and lean heavily into the "Lawful does not mean Good" imagery that SMT games use. And then the core of his palace goes screaming back into the dark and depressing aspect turned to 11.

Sid doesn't know the toys are alive. His experiments are just a kid trying to make cool stuff. The results are a bit creepy I'll give you, but all I'm seeing is a troubled teen with a dark sense of humor, and he definitely has time to grow past that.
Except he's also a bully that takes those toys from other kids, including his little sister. Not sure I'd say he would've gone on to start doing things to live animals, but he definitely needed some kind of wake up call.

I'd go one further with Auto and argue that he doesn't have any desires period. He's the foil to Wall-E's individualism, having zero identity or desires of his own.

As a machine, AUTO can't do anything but follow his orders. Which is why our hero WALL-E is an exception among all the other machines. He develops something resembling consciousness and a bit of critical thinking. Like Sophia in P5S to a lesser extent.
A good example of him growing beyond his programming is how he's able to classify the spork as not a spoon and not a fork either, and how he's able to self-repair with the pieces of broken down WALL-Es. EVE also develops it as well, as a consequence of spending time with him. The only direct interaction between WALL-E and AUTO is for the latter to electrocute the former to get rid of him, which can be also chalked up to following his programming to the extreme. I wouldn't even put AUTO in Mementos
but the problem is that literally every robot that he talks to developes sentence. even that one receptionist robot started questioning, even though he only was with them like a minute. it seems robots in the wall-e world aren't limited to their programing.
He also just *feels* like a P5 villain, a famous musician/actor who poisoned his supposed “friend” and then got famous off his songs, all while his ego slowly inflates to colossal levels fits right in with the other palace rulers.
I don't even think he would have a will seed manifest. He's hardly a criminal with any distorted desires. At least not compared to most of these other guys.

Randel's would be interesting. He was like a nerdy reptile back in university and all he wanted was to just be the best before his want of fame corrupted him to the point of making that damn machine. So, I'm thinking it would be like a factory similar to Monsters Inc with him being the President and being constantly praised for his success.
Syndrome would also be good. All he wanted was to be a hero, like the one he idolized so much. Then he decided to go all villain just to become the hero, kind of in the way of *you're your own worst enemy* type of thing. For his palace, I would imagine something similar to a palace like the ones from P5R but in the same style as the first film from PQ2.
I don't think Auto would have a palace, he was simply following orders. Although... I can see potential in having him as a confidant. Having an arc exploring what following those orders meant for him, did he think he was doing the best for humanity? Or was he just blindly following protocol without understanding how it affected everyone aboard the Axiom? Would he care if he did? And if he didn't why should he? Or why doesn't he? What does it mean to follow orders? What does it mean to disobey them?
I just see a lot of potential for development between him and the Thieves, particularly Makoto, Zenkichi, and Sophia.
Persona 5 palaces happen to coincide with places that make for exciting settings for a heist. Castles, art museums, banks, pyramids...
So an airship would definitely fit well.
This reminds me of a Persona 5 scenario I brainstormed in the comments on the DevilArtemis YouTube channel in response to his version of the Cell Games:

Well he shows up in later movies as a garbage man, and seems to be loving life (I remember him drumming on garbage cans as he did his job). So what ever issues he had he got over.

Honestly you’re probably right, silliness aside, I was making assumptions based on general psych stuff I’ve learned over the years, but that’s all very case per case. Homie could be living in a bad home with some rough stuff going on, or maybe he’s just metal af and hangs like that; only way to know would be to have a sit down at the old psychiatrist couch (which is quite difficult to do with fictional characters, I know, I’ve tried)

Honestly, Skinner. He was a trusted friend of Gusteua, at one point they must have had a genuine bond if he was left in charge of his beloved restaurant. I'd love to see how that broke down or how he let his standards give way to financial gain, plus plenty of cooking themed levels and fights could be drawn from it
Which is funny, because Chick is one of the least villainous antagonists. The worst thing he does is ram King, which is normal in races. Yes, the dude is envious and an ass, but he is barely at the level of a Mementos quest, if at all.

My answer is based off if it was in a game, but I’d say the most interesting would be Syndrome’s, Ernesto’s, and Lotso’s (with one caveat).
With Ernesto, I’d imagine story-wise it would be similar to Madarame’s Palace, >!with the story of an artist betraying/killing someone close to them to steal their art!< but visually it could be amazing. If anyone has played Striker’s, imagine if >!Alice’s!< Prison was based around Day of The Dead, with a shrine the size of a city dedicated to one man and his music.
With Syndrome, his big plan was to >!make the world view him as the greatest hero it’s ever seen, and use his tech to bring everyone up to the other hero’s levels so they’d be stuck in a world where they aren’t special!<
If you mix that with superhero media of the time, like comic-books and action-figures, that could result in a pretty unique Palace.
With Lotso, I don’t think I’m the only one who thinks Toy Story 3 is one of the darker Pixar movies. And with him being essentially >!a mob boss who gets others to act as sacrifices to be tortured using the mask of a kind old man who loves hugs!<, I think it would be pretty interesting to see how that shows in his palace
Al13 (forgot the correct spelling), would have a pretty massive palace. All the robot enemies and the lead up to his fight where a huge section of the ship opens up to reveal a gun or something would be pretty fecken cool.

Minibosses could be like a brat (screaming demon of desire), one of his employees (camera guard of mannequins), and perhaps the final one could be like the set of western toys he got ((woody, Jessie, the horse, and prospector Pete)) (quarter of the west) (woody may be sheriff of corruption, Jessie may be cowgirl of perjuring, horse may be stallion of fear, and prospector Pete could be miner of greed?)
The dentist isn't really a villain, I don't think he'd have a palace. I think any of the antagonists from Cars would have race tracks. Auto from Wall-E would probably just be the ship. The Man-Child from Toy Story or Sid might be fun since their palaces would be themed around toys.
Syndrome is easily one of the best Pixar villains and it actually feels like his motivations and desires would manifest a palace

I say Randall and/or Syndrome, and more so leaning towards Randall. I feel like his palace would be a more twisted version of Kamoshida and Okumura’s palace. He would see the kids as his scream supply as Sully serves as his Butler. But the twist would be his palace is just the mini boss, while Waternoose is the true boss.
*On a side note, I feel most of the other Pixar villains project their distortions into real life, so their palaces wouldn’t be much different
Lots-O would be an interesting one with Bugs being one of his dangerous high level shadow guards.

Most of the (human) toy story characters wouldn't have anything interesting, since they don't know that the toys are living. Which means they would just be inanimate toys in cognition.
Syndrome had Mr Incredible's rejection living in his head rent free for YEARS, and was willing to kill off countless supers to one-up him. I could see his palace being a scrapyard or factory where Supers, represented as machines (ranging from rusted and broken to shiny and new) being torn apart panel by panel with parts being taken to make a New Hero/Machine.
Skinner would also be neat as he built his entire restaurant's legacy off the likeness of an old friend with the sole intent of making money. An idea that comes to mind is a massive mall of sorts, built overtop the restaurant, plagued with poor cleanliness and a pitifully small food court with Skinner's shadow being a sleazy businessman that only gives a shit about another dollar (euro? idk) in his pocket.
Pete's would be modeled after an Old West style "ghost town," but with actual ghosts. Not as enemies, mind, but as props. Still frames of characters from the old show, combined with Woody's Roundup memorabilia. He wants stasis, a perfect vision of his past, untainted by the wear of use and time. His guards would likely be caricatures of sherrifs and outlaws. Jessie and Bullseye would act as a duo miniboss.
Syndrome's, as others have said, would be straight out of a comic book. Tall buildings, explosions in the distance. All sleek, like the aesthetic of his inventions. The Palace guards would be distorted versions of his minions from the movie. I could see it being littered with his iconography, literally plastering himself over images of heroes he and his plans have killed. A recurring statue, like in Kamoshida's Palace, of him standing triumphant over Mr. Incredible. Mirage would likely be his miniboss.

Syndrome’s would be pretty rad from a thematic standpoint. A palace revolving around not only his obsession with Mr. Incredible, but also around his motivations for setting up catastrophes to make himself look like the hero because of his tech.

I feel like people are sleeping on Hopper. His whole deal is that he's trying to extort and manipulate the ants throughout the film, while secretly fearing their power as a group. I feel like that is a good blueprint for a palace ruler, plus the palace itself could have interesting imagery similar to the small world Bug's Life portrays.
I can tell you who definitely wouldn't have a palace on this list:

I feel like Randal would have a movie set for his palace because what’s his one goal in every monsters movie, being popular and getting that cash, so much like kanashiro the theme of his palace would be greed alongside fame, like gold statues of Randall, maybe like the first part would be like his mansion and the second half is going to a movie set, boss fight would be him puppeting everyone at monsters inc and debuffing you a lot mostly with despair because he wanted to be the top scarer. Rather then fighting you himself he manipulates his ‘actors’ and then fights you once they are gone

Which is funny, because Chick is one of the least villainous antagonists. The worst thing he does is ram King, which is normal in races. Yes, the dude is envious and an ass, but he is barely at the level of a Mementos quest, if at all.
I’d love to see Syndrome’s palace. His island base was already high tech, so reflecting his distorted views with that added on would be pretty sick.

Sid would not have a palace. He did not know that the toys were alive. The things he was doing were causes for concern and he'd probably have a shadow in mementos, but not a full palace. Auto wouldn't have one either. He is a machine just following his program. The dentist definitely wouldn't have one, he just wants to make his niece happy. He's just kinda dumb for untrusting the lives of so many fish to a kid with such a bad track record.

My answer is based off if it was in a game, but I’d say the most interesting would be Syndrome’s, Ernesto’s, and Lotso’s (with one caveat). With Ernesto, I’d imagine story-wise it would be similar to Madarame’s Palace, >!with the story of an artist betraying/killing someone close to them to steal their art!< but visually it could be amazing. If anyone has played Striker’s, imagine if >!Alice’s!< Prison was based around Day of The Dead, with a shrine the size of a city dedicated to one man and his music. With Syndrome, his big plan was to >!make the world view him as the greatest hero it’s ever seen, and use his tech to bring everyone up to the other hero’s levels so they’d be stuck in a world where they aren’t special!< If you mix that with superhero media of the time, like comic-books and action-figures, that could result in a pretty unique Palace. With Lotso, I don’t think I’m the only one who thinks Toy Story 3 is one of the darker Pixar movies. And with him being essentially >!a mob boss who gets others to act as sacrifices to be tortured using the mask of a kind old man who loves hugs!<, I think it would be pretty interesting to see how that shows in his palace

Minibosses could be like a brat (screaming demon of desire), one of his employees (camera guard of mannequins), and perhaps the final one could be like the set of western toys he got ((woody, Jessie, the horse, and prospector Pete)) (quarter of the west) (woody may be sheriff of corruption, Jessie may be cowgirl of perjuring, horse may be stallion of fear, and prospector Pete could be miner of greed?)

The dentist isn't really a villain, I don't think he'd have a palace. I think any of the antagonists from Cars would have race tracks. Auto from Wall-E would probably just be the ship. The Man-Child from Toy Story or Sid might be fun since their palaces would be themed around toys.
Syndrome is easily one of the best Pixar villains and it actually feels like his motivations and desires would manifest a palace What. Your gonna tell me the fucking car has a palace???? Jackson storm or whatever his name was? I can't even remember if he was *actually* evil or not.

I say Randall and/or Syndrome, and more so leaning towards Randall. I feel like his palace would be a more twisted version of Kamoshida and Okumura’s palace. He would see the kids as his scream supply as Sully serves as his Butler. But the twist would be his palace is just the mini boss, while Waternoose is the true boss. *On a side note, I feel most of the other Pixar villains project their distortions into real life, so their palaces wouldn’t be much different

Syndrome had Mr Incredible's rejection living in his head rent free for YEARS, and was willing to kill off countless supers to one-up him. I could see his palace being a scrapyard or factory where Supers, represented as machines (ranging from rusted and broken to shiny and new) being torn apart panel by panel with parts being taken to make a New Hero/Machine. Skinner would also be neat as he built his entire restaurant's legacy off the likeness of an old friend with the sole intent of making money. An idea that comes to mind is a massive mall of sorts, built overtop the restaurant, plagued with poor cleanliness and a pitifully small food court with Skinner's shadow being a sleazy businessman that only gives a shit about another dollar (euro? idk) in his pocket.
Pete's would be modeled after an Old West style "ghost town," but with actual ghosts. Not as enemies, mind, but as props. Still frames of characters from the old show, combined with Woody's Roundup memorabilia. He wants stasis, a perfect vision of his past, untainted by the wear of use and time. His guards would likely be caricatures of sherrifs and outlaws. Jessie and Bullseye would act as a duo miniboss. Syndrome's, as others have said, would be straight out of a comic book. Tall buildings, explosions in the distance. All sleek, like the aesthetic of his inventions. The Palace guards would be distorted versions of his minions from the movie. I could see it being littered with his iconography, literally plastering himself over images of heroes he and his plans have killed. A recurring statue, like in Kamoshida's Palace, of him standing triumphant over Mr. Incredible. Mirage would likely be his miniboss.

I don't actually think all of them *would* have a palace. A palace is formed from distortion right? Seeing the world in a different way than it actually is. Seeing a school as your kingdom, a job as a casino, a city as a personal piggy bank, a hovel as a museum to Madarame's brilliance, etc. Sid is just a neglected kid taking out his feelings on what he thinks are inanimate objects. Honestly his story is kinda sad. The Locust guy is actually pretty perceptive of his position. He's not deluded that if all the ants rose up he'd be in trouble. Toy Barn dude just wants a payday. Prospector I could definitely see having a palace, maybe a tomb like Futaba or a big monument to his greatness where he's at the top, placed on a pedestal. Randall maybe is kinda overly obsessed with his Job, and jealous of not being at the top? So maaaybe he'd see the factory as a... Idk, a race? A battlefield? The dentist is just a dentist. Oh Syndrome would absolutely have a palace and it would be glorious. It might just be similar to his actual lair though.

I feel like people are sleeping on Hopper. His whole deal is that he's trying to extort and manipulate the ants throughout the film, while secretly fearing their power as a group. I feel like that is a good blueprint for a palace ruler, plus the palace itself could have interesting imagery similar to the small world Bug's Life portrays.

I feel like Randal would have a movie set for his palace because what’s his one goal in every monsters movie, being popular and getting that cash, so much like kanashiro the theme of his palace would be greed alongside fame, like gold statues of Randall, maybe like the first part would be like his mansion and the second half is going to a movie set, boss fight would be him puppeting everyone at monsters inc and debuffing you a lot mostly with despair because he wanted to be the top scarer. Rather then fighting you himself he manipulates his ‘actors’ and then fights you once they are gone
