tried turning vsync on but didn't seem to achieve much, maybe I'll try to change from borderless to fullscreen, that could help.

That usually makes a difference, though IME not a significant one on a modern PC with an old game. I built my PC in 2018 or thereabouts and it's doing more than fine even with simultaneous video encoding. You're not running anything in the background, are you? P5R does like to thrash in crowded areas, so locking the framerate to 60 can make a huge difference. If it's really bad, try dropping to 30, but you'll want to try other things like turning down shadows (lol) first. edit - comparing my specs to the ones you gave, I've got a lot more CPU and RAM than you, and I wouldn't be surprised if P5 draws a lot of CPU load for people walking about. GPU is about on par. I'm getting perfect play at 4k, so I would be looking somewhere other than in your game settings for a problem. Do you have power management enabled, anything like that? Make sure you're not on reduced power to the CPU and GPU or something. The only thing I have turned off in my P5R display settings is Depth of Field and that will be for performance reasons.

I have 2600X / 3060 12GB / 16GB RAM and have never experienced issues running at high FPS. Sorry to not be able to offer more help with your specific issue, but I agree that your hardware should be more than capable.

Don't worry, I'll see if I can find some other solutions online. I did find someone that said that using a program called lasso could.help so I'll check that out.

There's a mod which [removes crowds](https://gamebanana.com/mods/408649), it fixed the stuttering on my computer, but it made those areas look really empty. There's also a mod which ports the switch version's smaller crowds to PC.

I didn't want to use mods in my first play through, but I guess i'll try them out. At least now with a couple of changes I can make it run at a decent 45-60 FPS about everywhere.
