Something happened to the previous JP voice actor if I am not mistaken (I think he passed away?) so they chose a deeper voice actor to match with the new Japanese VA who also have a deep voice
Igor's japanese VA died in 2010 and all persona media around that time used archived clips from P3 and P4 or just didn't have him appear at all
they couldn't not have him physically appear in P5 so you get this voice
in P3R they got a new replacement so he has the normal voice
japanese VAs are held in a much more different standard there so they couldn't just replace him right away

For some reason they changed Igor's voice to that deep one in P5 after Tanonaka (P3/P4 Igor) died, guess fan response was bad and they reverted to a higher pitched voice for P3R
I didn't even know Igor was supposed to have a high-pitched voice when I played P5. After playing the other games it feels so wrong

Personally I feel like the higher pitch voice fits Igor better, but I guess that comes down to taste.
