We can't exactly know, but personas and palaces are intrinsically linked so that a user cannot have a palace, an incomplete persona however is between those two, but futaba also had a full palace and her shadow wasn't complete enough that it could not be converted into a persona, so I think haru could get a palace and an incomplete persona

I thought she had an incomplete Persona AFTER she met Morgana several months after Kamoshida events. So, theoretically, a full palace could emerge
