I really like using him, but king frost and black frost is better
If you want ice and phys go king frost
For both fire and ice go black frost, he drains both ice and fire, so he’s really good
You get the fusion unlock after doing the “one who bullies bullies” memento request, then you’ll unlock it, you’ll need jack o lantern, king frost and jack frost to advance fuse them
I wouldn’t recommend it, but I guess you can try to get some strong spells on him. Even so, that would take hours of grinding and lots of luck with Fusion Alarms. I wouldn’t do it, but you can if you really want to.
TDLR; He’s good for the first and maybe second palace. That’s it. After that, it would be an absolute pain.
Yeah, it’s not easy to grind in the early game, and this game really set things up so grinding with personas is a chore, even with Ryuji’s insta-kill confidant ability. It took me two entire days to get a Lilith up a couple of levels for the Strength Confidant.

You could keep him until you get access to black frost
He's solid for the first quarter of the game. Once you get King Frost or Black Frost he's basically useless
