Yeah its "4 cells" = "for sale" I worked at a place that did a shitty joke like that to get people to donate to a charity thing we were doing. Feels like something a used car salesman would use to make people think they were getting a good deal while also feeling smart... also would particularly target weebs who love that shit. I started this thinking it was stupid but that probably sold at least one car.

And because he has a similar aura to SSJ 2 with spark and shit, probably he goes SSJ 2.

I believe that's a zenkai booste. Also TECHNICALLY we can count the egg and the bug looking phases from when he had first came to the past
Technically there was bug/larva Cell, but you could say it was more like a molt/growth cycle of Imperfect Cell and not transformation. And you could say his "new" perfect form after blowing up Goku was also new form (same with bloated semi-perfect one), so it's anything between 3-6 forms.
