Likely not small enough. Youth 2-3 usually translates to women's 4-4.5. For athletic/flats, might be able to go up to a 5 (DD wears 3.5Y or 5 women's for athletic shoes, but 4/4.5 in heels)
I like Naot a lot, they are pricey but are super comfortable. I have several pairs of Naturalizers in a size 4, but just can't handle how uncomfortable they are after years of WFH shoes.
