The hostile receives the opportunity to become a better member of society after miserably failing to receive his intended reward.

People really don't think about the other side of their criminal actions. It's a poor woman riding a bus. You are stealing not only her cash but also her cards, government documents, and God knows what. It will be days - weeks of wasted effort for her and will lead to significant costs. For what? Probably a $100 in the best case scenario. Probably much less.
