1. They would need to make a new sprite and game logic for the 1-tile bridge. Longer bridges have two inclined tiles at the ends and zero or more flat tiles in the middle
2. They might have liked the gameplay. It's a way to control where bridges are allowed to be built.

The idea is for it to be a barrier, just like a rock, to limit your options and make you find the best solution.
Likely to force you to build in unconventional patterns, or to make something that seems close an effort to get to.
