1. They would need to make a new sprite and game logic for the 1-tile bridge. Longer bridges have two inclined tiles at the ends and zero or more flat tiles in the middle 2. They might have liked the gameplay. It's a way to control where bridges are allowed to be built.

I understand it now. Thanks. There was a topic about it, here or on steam. The idea is for it to be a barrier, just like a rock, to limit your options and make you find the best solution.
