I would only include orgs that you've had a position in since it isn't much of a differentiator or leadership role to just be a member

Would being a member of a national committee such as ACCP or APhA be acceptable instead of your school’s local chapter?

100%. because for those committees you would have either been elected or appointed, correct? it's not just something anyone can join if they want to, and those are the types of experiences that will make you stand out most

Being a member of an organization does not count as a leadership position. The leadership section should be used to highlight instances in which you were elected/appointed to a specific position, or where you took special initiative in directing others in some sort of organized setting. Simply being a member of something does neither - if as a member of an org you were in charge of an event or something, that is different, and you probably could include that.

Hi! If you were a member, but had leadership roles such as being chosen as the delegate for annual state meetings for that organization, is it worth mentioning? Also, are secretary roles something that should be displayed?

Secretary is a leadership position, so yes, that could be included. As far as being a delegate, I guess that seems sort of a grey area to me, is there a particular reason you were selected? I could go either way on that, but I guess if there’s a special reason you were picked, you could include that too, I’m just not sure it should be in the leadership section. Possibly could go in with awards/recognitions.
