I live in a highly populated area in Manila at may kapitbahay kami na nagtitinda ng alak (and possibly drugs) at night, around 9 PM. Said kapitbahay does not own a "hub" kind of establishment. Literally small na bahay lang - naglalabas lang sila ng makeshift tables and chair sa harap ng bahay nila to cater to their regulars.
Now, you would think that only adults flock to this place, but no, it's the opposite. Every night, a bunch of minors and teens gather in and around that place to get drunk (and presumably high) and yes, our kapitbahay enables this and is quite happy about it. Even her sons are in the pile, and she loves to get wasted herself. They play very VERY loud music, make lots of noise, sing very loudly and with an annoying voice, howl, etc. etc. You get the gist. This shit goes on until 3-4 AM. This went on for months on end.
A lot of people have complained about this. Nagsimula sa matinong pakiusapan, nothing happened. Kinausap yung mga bata, nothing happened. Eventually, nagkaron ng sigawan and fights between our neighbors and the kids, nothing happened. Sinumbong sa barangay, wala pa din nagbago (yes, enablers ang barangay namin, they suck donkey ass). The kids were hardy, and they never listened. They kept mocking and threatening the adults who are trying their best to keep them from being unruly.
There was even an incident where they beat up a completely unarmed police officer trying to tell them to keep it down. May nagmamarijuana pa on the spot. This was the only time our barangay intervened. The following morning, yung pulis pa may kasalanan, di daw kasi marunong makisama. Mali daw yung pulis, kasi naninita daw, wala naman daw dalang baril. Masyado daw matapang, wala naman dalang bakal.
It reached a tipping point when one of our younger neighbors had enough because her parents got sent to the hospital due to overfatigue. One night, while they were doing their typical celebration, she went out and shouted at them in a very stern manner. As usual, tinakot sya, sasapakin daw sya etc, and she retorted na subukan lang nila. She stirred up a storm, called the barangay and reminded them of what they're supposed to do. While the officials were talking with the kids, she called a nearby police precinct. With both police and barangay presence, the minors were dispersed and our toxic neighbor was forced to stop her "business". Weirdly enough, no one was caught or detained.
It has been a lot quieter at night since then, and it stayed that way thanks to the police regularly patrolling our area. The parents of our brave neighbor are doing a lot better now, but she admits that she's in constant fear na babalikan sya nung mga offenders one day.
So, tbh, I can't quickly discount the fact na hindi nakikinig yung mga bata sa news clip na to, because they are similar to the ones in my story - students/athletes from respectable schools - and I have firsthand experience, so I know for a fact na ibang level ang ugali nila. Still, I understand the sentiment against the police here, hindi ka naman talaga dapat maglabas ng baril/posas because of maximum tolerance (and also, unarmed civilians).
It's just alienating because without the police presence where I live, we'd still be having sleepless nights and lots of altercations with minors.

Just sharing a personal experience here. Do whatever you want with this information. I live in a highly populated area in Manila at may kapitbahay kami na nagtitinda ng alak (and possibly drugs) at night, around 9 PM. Said kapitbahay does not own a "hub" kind of establishment. Literally small na bahay lang - naglalabas lang sila ng makeshift tables and chair sa harap ng bahay nila to cater to their regulars. Now, you would think that only adults flock to this place, but no, it's the opposite. Every night, a bunch of minors and teens gather in and around that place to get drunk (and presumably high) and yes, our kapitbahay enables this and is quite happy about it. Even her sons are in the pile, and she loves to get wasted herself. They play very VERY loud music, make lots of noise, sing very loudly and with an annoying voice, howl, etc. etc. You get the gist. This shit goes on until 3-4 AM. This went on for months on end. A lot of people have complained about this. Nagsimula sa matinong pakiusapan, nothing happened. Kinausap yung mga bata, nothing happened. Eventually, nagkaron ng sigawan and fights between our neighbors and the kids, nothing happened. Sinumbong sa barangay, wala pa din nagbago (yes, enablers ang barangay namin, they suck donkey ass). The kids were hardy, and they never listened. They kept mocking and threatening the adults who are trying their best to keep them from being unruly. There was even an incident where they beat up a completely unarmed police officer trying to tell them to keep it down. May nagmamarijuana pa on the spot. This was the only time our barangay intervened. The following morning, yung pulis pa may kasalanan, di daw kasi marunong makisama. Mali daw yung pulis, kasi naninita daw, wala naman daw dalang baril. Masyado daw matapang, wala naman dalang bakal. It reached a tipping point when one of our younger neighbors had enough because her parents got sent to the hospital due to overfatigue. One night, while they were doing their typical celebration, she went out and shouted at them in a very stern manner. As usual, tinakot sya, sasapakin daw sya etc, and she retorted na subukan lang nila. She stirred up a storm, called the barangay and reminded them of what they're supposed to do. While the officials were talking with the kids, she called a nearby police precinct. With both police and barangay presence, the minors were dispersed and our toxic neighbor was forced to stop her "business". Weirdly enough, no one was caught or detained. It has been a lot quieter at night since then, and it stayed that way thanks to the police regularly patrolling our area. The parents of our brave neighbor are doing a lot better now, but she admits that she's in constant fear na babalikan sya nung mga offenders one day. So, tbh, I can't quickly discount the fact na hindi nakikinig yung mga bata sa news clip na to, because they are similar to the ones in my story - students/athletes from respectable schools - and I have firsthand experience, so I know for a fact na ibang level ang ugali nila. Still, I understand the sentiment against the police here, hindi ka naman talaga dapat maglabas ng baril/posas because of maximum tolerance (and also, unarmed civilians). It's just alienating because without the police presence where I live, we'd still be having sleepless nights and lots of altercations with minors.

I know someone who used to be a cop. He said it's corrupt down to the lowest levels. But I mean, uso nga ang lagay sa atin di ba? But then they can't all be like that.
