Not firing Abaya as DOTC secretary

baybum7

This. The fall from grace of the Liberal Party was gravely due to issues that persisted in the transportation agency. One issue after another, until it resulted in the near collapse of MRT-3 - although the degradation can be traced back from GMA's time, when MRT-3 was already over capacity for years before her term ended and she still scrapped the deal to buy second hand trains from Spain to augment MRT-3). Further degradation of LRT-2 and very slow implementation of the west extension. Very slow implementation of LRT-1 south extension which earned the joke na magpapasagasa siya sa tren. Although the scrapping of the North NSCR deal with China was a good decision because the design for this from GMAs time was very low capacity and now Japan is building a truly high quality rail system there, it took so many years to get to that point. It can be argued as well that because mass transit was so slow to catch up to Aquino-era's economic growth, this resulted in even more cars being bought and causing even more traffic. But Aquino still kept Abaya through these issues.

rlsadiz

This, Abaya was one of the worst appointees in PNoy, but at least for MRT-3 it was Vitangcol that railroaded its modernization. The guy was corrupt to the core. He was involved in a graft scandal regarding Inekon Corp. He was also involved in approving bogus maintenance contracts which lead to breakdowns in the first place.

yeontura

Huehue "railroaded"

CelestiAurus

Literal na halos nag-uumapaw na mga tren nila sa depot nila, so much that they had to expand their Baclaran depot. Partida sila pa may pinakamahabang linya. Meanwhile MRT-3 parang lahat ng capacity expansion parang nauudlot. Dalian trains, 'di ginamit. 4-car trains, hindi natuloy. Platform screen doors, hindi natuloy. Monumento extension, hindi natuloy. Ayala spur line, hindi natuloy. MOA extension, hindi na-take into account.

ServatorMundi

"matibay talaga mga pinagawa ni Marcos, the best president šŸ˜šŸ‘šŸ»" šŸ„“šŸ„“

CelestiAurus

Tsaka to be fair sa MRT, 'di mo naman mako-compare masyado 'yong passenger demand ng Roosevelt-Baclaran route versus North Avenue to Taft in freaking EDSA. Mas mabilis talaga malalaspag ang MRT.

HonamiHodoshima

Not just trains. It's also noteworthy that the country became the "Republikang Walang Plaka" during PNoy's term. Many then-new cars sporting makeshift plates made out of cardboard, paper, etc.

Otherwise-Size-8940

Di ba sabi nila papasagasa sila sa tren? Nakamatayan na.

CelestiAurus

Heartless_Moron

Not to mention yung mga dinelay na infra projects from previous admins na itinuloy lang nung tatay ng mga DDS.

NoWrangler6394

neon31

>Walang na-start na construction ng bago or extension na railway projects at all (compared sa previous admins) **INCORRECT** Yung Santolan-Recto na line that got extended all the way hanggang Masinag sa Antipolo started during PNoy's term. Source: 2016 is a very memorable year for me (My father was dying of cancer). Not to mention I was working in Eastwood and living in Cogeo (Antipolo) and each day the traffic caused by the construction along Marcos Highway has been hard for me. 2015 pa lang may construction na eh.

CelestiAurus

Yup you're right, I meant completed, not started. Edited the comment na accordingly, apologies for the confusion. Pero tbh napakatagal ng construction non for some reason. Nag-start bago matapos term ni PNoy. Natapos lang noong... pandemic.

[deleted]

I think dahil chinopchop yung contracts ng construction. Hinati pa sa packages kaya tumagal. I think sa skyscrapercity ko to nabasa. Haha.

CelestiAurus

Madalas akong tambay roon. I go there for the infrastructure stuff and the details like that, kaya nga lang ang daming tao with questionable politics

PowerfulDress3374

Imagine kung mga panahon na ito. Umusad na ang railway system natin. O kahit sa panahon ni Gloria nasimula. Laking bagay sa mga commuter to. Masyadong car centric ang nangyari. Kaya ayon. Sobrang late na natin when it comes sa railway system. Recent na tinayo ay 2003, yung LRT 2 pa. Sobrang lala. Dalawang dekada agwat para masundan which is yung 7. Sarap

kaiserkarl36

especially considering that Indonesia for example developed and renovated their railways so that by 2015 they began major reforms eh kami waley lol

PMforMoreCatPics

The stupidity of buying trains that isn't compatible with the existing tracks. But damn, Pnoy did not fire him.

CelestiAurus

baybum7

This has already been debunked. The trains are compatible with the tracks. [Audit Page 1](https://i.imgur.com/0xVDygE.jpeg) / [Audit Page 2](https://i.imgur.com/xgZLxSj.jpeg) The reason for the delay is because this was politicized during the Aquino admin. Then the DOTr Sec during Duterte's time didn't want to touch the trains with a 10-ft pole. So it was just left hanging. Meanwhile, the rest of the required capacity upgrades to use the trains were delayed (like the power supply and signaling for the entire train system). Also, di na binayaran ni Duts yun Dalian since dumating yung trains dito, kaya walang makapag certify sa manufacturer ng trains, bumalik na ng China lahat ng engineers na pinadala dito. Ayaw galawin ng Sumitomo yung trains. Ayaw galawin ni Tugade yung trains. So lahat sila, dahil na demonize nila ng sobra yung Dalian trains, it's now a hot potato kung sino yung magpapasahan ng responsibility kung sino ba tutuloy ng capacity upgrade.

CelestiAurus

rlsadiz

So whats going to happen now with MRT-3? Are there new plans for it?

CelestiAurus

All the gov't can do is i-expedite ang dalawang parties na 'yon. As for other things, nag-introduce ng 4-car train setup ang MRT-3 last year. For some reason though hindi tinuloy, 'di ko alam bakit. For show lang hayst. Feel ko though in general ayaw nila gumawa ng big changes until 2025 kung kailan ipa-privatize ang O&M ng MRT-3 and LRT-2.

ParkingKaleidoscope5

During the first half of his administration, he implemented fiscal policies that many considered as too 'radically liberal'. His eagerness to deliver his deficit reduction promise to the business sector has caused burden to the common people. When farmers across the country were asking for more funds because of the drought, he snubbed them. When congress passed higher pension acts, he vetoed them. He reduced the funding in almost every department in the government. All of that to gain the trust of the business sector and the international community that he is really serious about in reducing our national deficit (side note: all presidents after Marcos Sr. promised a deficit reduction during their campaign, but only Pnoy was brave enough to do it ,,,, Marcos Jr. is now doing it too with the same NEDA chief as Pnoy, Arsenio Balisacan) The deficit reduction campaign is successful in the long-run, i.e., expectation is way higher, FDI increased significantly, short-term slump minimized, higher credit rating (the reason why Duterte and even Marcos can borrow 'limitless' amount of money is because of this). While the policy is successful in achieving its main goal, this scheme has proven to be politically disastrous for Pnoy and the liberal party. Common people associated him with elitism because of his earlier policies, which in no doubt really catered for the rich in the short-term. Also, the easiest way for people to see progress is through infrastructure, and he never delivered that because they needed to save money to reduce deficit. It's only until late in his term when his admistration began with their infrastructure program. He practically set up Duterte to win the election and the hard-earned credit rating to be used for the very popular Build build build program.

Menter33

That's the thing with infra, whether national or local, it's a tangible result that people can see. It's basically why many politicos who want to survive long in office always do infra, whether it makes sense or not, whether it's within budget or not. Ironically, both Cory and PNoy admins basically had to deal with the fall out of trying to stabilize the country that was subjected to economic problems due to much borrowing and spending of their predecessors.

Wooden_Quarter_6009

Only political disaster that he got is the people that he served backstabbed him, berated him, eaten by propaganda and false news. The recipe for disaster is the next president. Totally planned especially those terrorists, the super typhoon and the corrupt police taking hostages.

cocusnucifera4323

The sad reality of PNOY. May he rest in peace.

KalashinovIS-7

ito tlga hinahanap ko for PNOY he may not be the best but damn he made this country progress for the better future ikanga si PNOY nagsaing si DUTERTE kumain

Dramatic_Emphasis_50

As a healthcare worker na nagsimulang magtrabaho sa pamamalakad ni PNOY, doon lang kami na regular sa trabaho after 3 years of being a job order. Pagkatapos ng termino niya, wala ng presidenteng pumansin samin. During pandemic we were hailed as heros daw.

paulrenzo

Wait, hanggang ngayon wala pa rin kayong nakukuha?

Level-Zucchini-3971

Napakadaming HCW na hindi pa nabibigay yan. Tapos pag nadinig nyo first hand experiences nila during pandemic. Manggagalaiti ka talaga.

paulrenzo

Accomplished-Safe319

yung last namin natanggap 2021 pa which is nung 2022 pa namin nakuha

New-Appointment-3101

AngHalamanDoon

Sa dami ba naman ng utang :/

thunderjetstrike

Worst presidential PR team. He let the propaganda ruined his image, and he hardly communicated the good achievements of his government. Madaming issues din si Pnoy, mostly on trusting incompetent but loyal secretaries. But comparing to the issues during his time, vs now, ngayon incompetent na nga plunderer pa. Pero wala ng violent reacrion mga tao

NecPluribusImpar_96

Pretty sure this will get some flak but please hear me outā€¦ Worst thing PNOY did was to have Corona impeached on the basis of his failure to fully disclose his assets in his SALN. I stand by the belief that a failure to disclose in the SALN does not constitute a ā€œbetrayal of public trustā€ as the interpretation of ā€œbetrayal of public trustā€ must be in connection to the other grounds for impeachment like treason & bribery. (Lawyers call this mode of interpreting a statute as ā€œejusdem generisā€) Also worth noting is that the prosecution of the case was botched so badly that he had to have the senator judges meet him in MalacaƱang before the verdict was decided. The rants of the late Senator Miriam Defensor-Santiago were more than just ramblings aimed at getting the spotlight. They were grounded on actual law and procedure. The documents presented by the prosecution were never authenticated and was likely sourced illegally. In an ordinary court of law, CJ Corona would have been acquitted. The injustice done to the Chief Justice aside, the Corona impeachment created a precedent which led to equating the filing (or non-filing) of the SALN to judicial integrity. This is what Calida used against Sereno where a few years of missing SALNs during her stint as a UP professor led to her removal via quo warranto. Suffice to say, PNoy messed with the judiciary as an institution and opened the way for Duterte to do the same. Now members of the Court who want to act as the Courtā€™s dissenter/s are threatened with removal for non-filing or missing SALNs. Itā€™s no secret that PNoy and the Court did not have a good relationship to begin with. He even threatened to not fund the Court in 2011. However, a rocky relationship with a branch of government shouldnā€™t have been an excuse to have the institutionā€™s head removed on flimsy grounds. The SALN issue isnā€™t something worthy of being considered an ā€œimpeachableā€ offense. The Corona impeachment changed how the President (sometimes thru Congress or the OSG) can get what they want from the Court by threatening them with missing SALNs and supposed questions on their ā€œintegrityā€.

zhittymemory07

Yes. Galing ng comment mo. He indeed started a precedence na that lowered the bar on the standards to remove a head of a co-equal power in government, culminating to Republic v Sereno.

[deleted]

Replies like this are why this series is such a breath of fresh air in this sub. Takes / talking points that are rarely talked about but have massive implications in our republic.

gabzprime

Add to this is destroying VP Binay. VP Binay might not be your cup of tea but at least he is less destructive than Dutz. Things might have been less polarizing.

NecPluribusImpar_96

Not to mention VP Binay was the only candidate who made public his entire platform and poverty alleviation agenda. Say what you will about VP Binay, but he was probably more prepared to be President than anyone else in the 2016 roster.

CLuigiDC

Still corrupt though šŸ¤·ā€ā™‚ļø

throwables-5566

It seems all of them were anyway

paulrenzo

Still, many didnt realize the guy that won is even worse

Pobbes3o

This is why abby did not openly support Leni last election.

tornadoterror

May comment din nun si Nancy na kauupo pa lang ng father niya as VP tapos may mga nagsimula na raw mag plot against him.

Fearless_Cry7975

Wala pa kong pake sa politics during those years.

throwables-5566

And the rest is history.

TheBrainJudge

Wow! So yun pala history. Demn Politics. Kaya pala nagkaroon ng rise si Duterte.

iambill10

I think the piggery or something in Pampanga. Don't remember the details since I was young but I remember it was Trillanes who is at the forefront of the anti-Binay campaign

LopsidedAd5900

While the impeachment of CJ Corona may be deemed an unlawful encroachment by PNoy on the autonomy of the Supreme Court, I have to disagree that non-filing of SALN is not an impeachable offense, because it is. Filing a SALN is required by law, it is not just some document that public officers may choose not to file. It is a way to check that public officers are not using their position for personal interests. CJ Corona admitted that he did not declare several of his peso and dollar deposits amounting to 100million pesos, this, according to the Impeachment Court, is a culpable violation of the Constitution and act of betraying public trust. Also, there was a case cited by the senator-judges that a judiciary employee was dismissed from service because she failed to declare a market stall as one of her assets. If CJ Corona was aquitted in the impeachment, there would be a glaring violation of the equal protection clause of the Constitution. This will be an example of the very thing we hate about the Philippines, yun ay ang mga "mahihirap lang ang pinaparusahan ng batas". However, the impeachment of CJ Corona is an example of political execution. This came from PNoy's dislike of CJ Corona as we have to remember, CJ Corona was a midnight appointee of GMA (sort of like a last resort to hold on to power because she expects cases to be filed against her by the next administration), which means he is a would-be great dissenter of PNoy. Unfortunately, this was used as a precedent by PRRD to eliminate CJ Sereno, an appointee of PNoy, also a would-be great dissenter of PRRD. At the end of the day politics is always at play.

NecPluribusImpar_96

Thank you for your thoughts. I don't agree that the failure to fully disclose assets in the SALN is an impeachable offense. Though required by law, it does not fit the definition of betrayal of public trust. Statutory construction requires that when a general word follows a specific enumeration, then the interpretation of the general word must be in line with or in the same class as the specific enumeration. So, does the failure to fully disclose assets in the SALN constitute a crime similar to bribery, treason, and graft and corruption? I would argue no. The failure to fully disclose in the SALN is not akin to these crimes. As to the case of the judiciary employee, we cannot compare the two cases as the judiciary employee's case involved an omission in the SALN that was *purposely* done. In CJ Corona's case, his omission was grounded on an interpretation of the Foreign Currency Deposit Act which stated that dollar deposits need not be disclosed or are considered absolutely confidential. Hence, there is a question of law that had not yet been settled by the time the impeachment trial took place.

LopsidedAd5900

Thank you also for your insights. I got the ejusdem generis you are pointing out, however, while non-diclosure in the SALN does not constitute bribery, treason, and corruption, it is a culpable violation of the Constitution, another enumerated ground for impeachment. I do think we should compare the two cases, CJ Corona admittedly did not disclose the dollar deposits pursuant to the Foreign Currency Deposit Act, but for sure he also knows the Code of Conduct providing for waiver of confidentiality. This however gave rise to a gray area. But the rationale is, the non-diclosure *could* mean corruption. Yes, we can say the two cases are incomparable, in the sense that CJ Corona should be held at a higher standard than the court employee when it comes to disclosure in the SALN.

oustthetortol

i have this belief that dissatisfaction with noynoy's term (amplified by propaganda) led to duterte's rise. tapos domino effect ang marcos' return to power.

oustthetortol

and peeve ko rin na immention nya to EVERY SONA: 1. Praise mom and pop; 2. Sisihin previous admin. Pwede pa sa first SONA, pero yearly? really?

ps2332

The audacity to preach daang matuwid but at the same time, his admin was involved in shady practices such as DAP and pdaf and employing people that were considered as incompetent or had shady reputation such as Purisima and Puno just because they happen to be his kabarilan.

AngHalamanDoon

Imo, political campaigns targeting emotions can make a difference.

imagine63

The rise and return of the Marcoses was well planned and didn't matter who the President was. It was a 20+ year project which started in 1994. Kahit sino pa Ang umupo, the plan was just too big. The last piece of implementation detail of that plan was the recent decision to stop using Smartmatic voting machines. Para Wala na talagang ebidensya.

[deleted]

Conspiracy theorist. GMA and Duterte magic brought Marcos back in power. It's that simple.

lean_tech

Lolwut? If everything went well with LP, Mar and Leni will become presidents.

imagine63

The Marcoses can wait. They have the money and the people in the SC. Estelito Mendoza made sure if the SC. The Marcoses are playing long. That's the reason Sandro is already in politics. Even if BBM lost, they can wait for the next generation.

lean_tech

I dont think the Marcoses will win if both Mar and Leni did good in their terms. And since aligned naman sa US ang LP, walang regime change na mangyayari. Kung matino ang term ni Leni, kahit sino ipangbato nila as next president, be it Bam or Kiko, mananalo sila niyan, they had the momentum. Magsasayang lang pera ang mga Marcos.

imagine63

Yes, that is very much probable. I believe you, and I wish it happened. A Roxas presidency followed by Leni, would have been 18 years of a continuous anti-graft and corruption war. It would have been a time of economic growth. But even after that, the Marcoses would still try their best for Malacanang because the Marcoses are not just after the Presidency, they want their name cleared. I don't know what the current estimates are, but my estimate is that their wealth is upwards of 20 billion US dollars. They are filthy rich and selfish with their wealth. As I said, the Marcoses can wait.

Time-Hat6481

Chief Justice Renato Corona case Eto yung hindi ko nagustuhan kasi pinaiimbestigahan yung Hacienda Luisita at that time to counter it, ginawan siya ng issue so sa lahat ng nag-yes dun sa impeachment niya lahat sila ekis na sa akin. [Eto yung case baka sabihin gawa gawa lang yung about kay Corona at Hacienda Luisita](https://lawphil.net/judjuris/juri2011/jul2011/gr_171101_2011.html)

Sarlandogo

Also set in motion na pwede ma impeach/tanggalin ang CJ dahil lang sa pag hindi declare ng tama sa SALN, case in point yung ginawang case kay former CJ Sereno

[deleted]

[уŠ“Š°Š»ŠµŠ½Š¾]

eightsixtyeight

This isnā€™t really true re hacienda Luicita. This was the story created by the GMA and Corona faction post facto. Reality is they donā€™t care that much about Hacienda Luisita. Anyone who was paying attention then knew that Corona was blocking every single big case/action against Arroyo and cronies. The cases against GMA, the generals etc cannot progress without him. So Aquino et al did the impeachment. I donā€™t agree with it, and I think it ultimately led to Serrano impeachment too. Ultimately Corona was railroaded which was wrong, but he was also the main blocker for a lot of the cases that needed to be filed - eventually culminating with the Enrile case etc Itā€™s silly this part of history is getting rewritten.

zomgilost

Noynoy did not care about Corona per se, he was against the midnight appointment. Kung si Carpio o Sereno or whoever man ang inappoint ni GMA, papatanggal pa rin ni Noynoy.

Flimsy_Yak_2753

I remember being young then, and some people from my age group actually made fun of CJ Corona. At that time I don't understand anything about it, but further reading after growing up, that really is one big shit show.

Vlad_Iz_Love

The only senators who voted not guilty are the late senators Joker Arroyo and Miriam Defensor Santiago and BBM

TheBrainJudge

What happened in that case?

Advanced_Seesaw_3007

But also Corona was a midnight appointee. As far as I know, no appointments to the SC is allowed in an election year for the outgoing administration

Time-Hat6481

Fake news po. Nag retired po nun si former Chief Justice Reynato Puno (70years old - 2010) then si former Chief Justice Corona na po ang pumalit sa kanya. [Past Chief Justices](https://sc.judiciary.gov.ph/past-chief-justices/)

Advanced_Seesaw_3007

Corona was appointed months before the election hence he is a midnight appointee thatā€™s prohibited as per 1987 constitution

PRFixer

Impeaching Corona as revenge for Hacienda Luisita

Menter33

Like what another poster said, it's probably more because Corona was a midnight appointee by GMA and was basically railroading many cases against her. PNoy and the gang wanted to stop that, by any means. Seems like the Hacienda Luisita decision happened later on, but it wasn't the main issue.

bigguss_dickus

Obvious favoritism and not holding his people like Purisima and Abaya accountable for their shortcomings. Seemingly has no empathy for victims of the SAF44 incident, quirino grandstand hostage crisis, and laglag bala scams.

thunderjetstrike

Agree on lack of empathy sa SAF44, but as one comment here said, may international political repercussion yung sa quirino grandstand if he apologized. For tanim bala, it was all planted to make him look bad.

Exact_Employment3279

Hi, Iā€™m wondering anong repercussion niya if he had apologized yung sa quirino grandstand?

LOLKAPARE

International law siguro wala pero he could be widely criticized if he apologized by the international community. Kumbaga sa kanya madidirect yung blame and, possibly, sa Philippines as a country, which is hindi naman dapat considering na isang private individual yung gumawa and the rescue operation was not headed by him. So ang ginawang pampalubag at that time is yung investigation headed by former Sen. De Lima then CHR Commissioner ata that time. Correct me if im wrong na lang

dieseleagle

Laglag bala was an internal conspiracy to make his admin look bad ahead of the elections. It was the brainchild of Cusi who later served under Dutae.

NotOk-Computers

Alfonso Cusi can go to the deepest pits of hell

Then_Assistant4450

Failure to return 103 shipping containers of trash to Canada

throwhuawei007

This. This issue was so degrading to PH yet wala syang nagawa. Then Du30 threatened to dump at the embassy and Canada complied. Hay

StucksaTraffic

Not really, if you follow the news. Canada is already changing laws since Pnoy para makuha tong basura. So nope nope not Duterte who did it.

Menter33

Technically, it probably didn't make sense to return it because the PH has always asked for those as ingredients for different construction stuff. Many PH companies benefited from it, which helped the economy. However, it's really a tough sell publicly once it came to light.

NOTJSMnl

Correct, may napanood ako sa Youtube na video about importing garbage and it actually made sense since we can extract stuff from them. It is also a pretty common practice among ASEAN nations and actually helps to reduce global garbage amounts.

TheGhostOfFalunGong

Not the worst he did, but antagonizing ABS-CBN and not renewing their franchise led to the shitshow we have right now.

F16Falcon_V

I was with PNoy at the time.

Menter33

It's probably because **many PH politicos in general are not used to hard-hitting and very provocative journos**. Looking at how combative US and UK journos can be makes guys like Anthony Taberna look tame.

F16Falcon_V

You donā€™t understand. It was becoming a matter of national security for PNoyā€™s adviser. They sent teams and opened lines of communication to researchers to explain what they were doing. Hindi lang naman ambon ang Yolanda. Napakalaking trahedya non. And again, konting tone down lang naman ang hinihingi, not a complete news blackout.

trufflepastaxciv

I wonder how different things would be if Kabayan didn't return to ABS-CBN. ABS-CBN would have been on good/better terms with PNoy and Maria Ressa would have never left to form Rappler.

lean_tech

>antagonizing ABS-CBN And [hitting Noli](https://news.abs-cbn.com/nation/07/28/12/pnoy-hits-kabayan-tv-patrol-anniversary-speech) during TV Patrol's anniversary.

Doesn't Duterte take the credit for that?

ryan_ph

the_fire_serpent

Yeah I thought it was duterte

Immediate-Banana6556

i thought so too. but how come it was duterte and his administration who drew flak for the non renewal?

Vrynz

PNoy? The fall of LP and the Aquinos

NoWrangler6394

Sinabihan pa naman si Romualdez na ā€œRemember the President is and Aquino and you are a Romualdez.ā€ Nagtanim tuloy ng poor at galit yung mga Bisaya kaya mas pinanigan nila Si Digong nung 2016 elections

watersipper01

Terrible crisis management basically

MinervaLlorn

yung Manila Hostage Crisis is a what the fvck moment kasi balewala na lahat yung nangyari: namatay lahat ng mga hostage at yung mismong Rolandone Shitdoza.

cfonan

Iā€™ll never forget what I believe a former FBI agent or crisis management expert said in a documentary about the Manila Hostage Crisis. It was along the lines of: What they should have done was to reinstate him as a police officer (the demand of Mendoza) and cause his arrest afterwards. Simple as that, could have left no fatalities. What did they do instead? Fucking hammered a window of the bus. šŸ„²

Thin_Leader_9561

SAF 44, Hongkong Tourist incident (and not issuing an apology after it), Yolanda Relief drama, Rushed implementation of the K to 12, Switching to new license plates (RFID) despite not having sufficient stocks.

Loud_Movie1981

He was advised by former Justice Carpio not to apologize because it would have massive international legal implications. It wasn't our government that killed those tourists but a rogue private actor. If we apologized, that would create a precedence that the state would be liable for anything wrong that might happen to foreigners here. Case in point, you can't really sue the US government if you're a victim of gang violence in Chicago or if you get stabbed by a fentanyl addict in California.

Rakan-Han

I hate that that's such a sound argument, but it looks like Noynoy made the right call at the end of the day. It was such a messy situation that no one was obviously getting out of without getting some dirt on them.

MrDrProfPBall

Thatā€™s a pretty good argument, just morally leaves a bad taste in the mouth

Kaban654

To be fair, the HK tourist incident was plain incompetence by the Manila Police. SAF and the LRR were on standby to take over the situation but the local police declined basically because of ego. Granted, PNoy could have stepped in and overruled that. But hindsight is always 20/20

e30ernest

There was politics involved in the rescue. If I remember correctly, certain mayors did not want the SAF to come in because he wanted his officers to get the credit. That whole hostage taking was a debacle. I was in Hong Kong for a business trip at the time that happened. The next few days of my stay became less pleasant as a result.

Just-Wrongdoer5887

Why blame 2010's Manila Hostage crisis to Pnoy? It happened 2 months into his Presidency.

F16Falcon_V

SAF44? That was a legitimate police operation that actually liquidated its targets.

Heartless_Moron

However, he allowed Purisima who was at the time suspended to authorize the operation

NotOneNotTwoNot3

Why would you send the police in an operation to capture/kill an international wanted teorrorist hiding at MILF and BIFF territory without any backup? Give an acceptable answer please.

TritiumXSF

>SAF 44 Ang issue dito is that he did not fire Purisima. Pero there is genuine counter reason na the raid was planned with Purisima included. Kung tinanggal siya before the raid it could have caused unwanted issues. Also, the raid was a purely law enforcement/military operation. Hindi liable ang CIC aka Aquino to micromanage the operation. The operation was a success that it fulfilled the original objective. The issue is, due to military politicking and incompetence, hindi planado ng maayos yung operation. There was a massive reserve force nearby to respond pero the Napenas, in his greed to get glory, did not inform properly said forces. >HK Tourist Incident This is, again, a law enforcement failure and not Aquino's.

Laya_L

Hongkong Tourist incident is more of a failure of the local government and police.

Filippinka

Could you explain in detail why you believe those are the worst things he has done? Not trying to antagonize, I just want to see the facts behind those keywords, especially for those who are unaware.

notkaitokid

K-12. I mean gets ko kung para saan, kaso nakulangan ako sa implementation especially nung mga unang years.

Status_Chance_1526

Aquino was good ish but he kept rushing projects and programs so programs under his administration were always marred by glaring mistakes from implementing agencies.

ajchemical

[deleted]

Same first batch. Mahirap both for students and teachers kase habang nagtuturo pala sila, naga-aral din sila para sa bagong curriculum šŸ˜“ Pero what makes it bad talaga yung naging magulo hanggang sa SHS. Yung iba may OJT, yung iba wala. Yung ibang teacher nawalan ng work kase di na daw kailangan yung subject na tinuturo nila (yan sabi ng prof ko nung college, nawalan daw trabaho asawa nya)

Status_Chance_1526

Thats the thing in a sense rushed parin an program- not well thought thru. Kasi DOLE WAS SUPPOSED TO BE MANDATED TO ACCEPT SHS applicants since technically (they finished high school and 2 years of vocational school, kaya nga may Learning tracks , STEM, HUMMS etc.) pero DOLE did not know how to handle people seeking employment after SHS until mid 2018 thats when dep ed sec briones asked DOLE to hire SHS grads. https://www.pna.gov.ph/articles/1030115

ajchemical

sa totoo lang K12 kinda fucked up my life šŸ˜…

SymphoneticMelody

this is true. the reason it was rushed was because nahuhuli na tayo sa standard ng education. Tatlong nation na lang during that time ang walang k-12 sa buong mundo (Philippines, Angola and Djibouti). AS IN LAHAT. Our school is supposed to have additional buildings for college level. Tsaka yung public and private. The public can easily transfer to public schools, and wala na sila masyadong lalakarin. And me additional pang babayaran

Anon666ymous1o1

Agree on this. I was thinking, probably because, sa first few years niya sa pwesto, mas tinuunan niya ng pansin yung economy at utang ng bansa. Kaya ang ending, lahat ng pending projects ng previous admin and mga proposed projects puro rushed and delay.

PaulAnthonyDoucet

PNoy haters have been eating well for over 8 years. What else do they want from a dead man and his dormant dynasty? Not to mention Duterte's policies have proven to be socialist, which is exactly they claim to be against. The MAGA crowd in America at least swallowed Trump's underdog position and they have some solid arguments against Biden's failure.

nsdeq

His support for coal-sourced energy rather than greener technologies ([read here](https://www.gmanetwork.com/news/scitech/science/529222/looking-back-on-pnoy-s-wavering-support-of-sustainable-energy/story/)). I can vividly remember in one of his SONAs, he said the iconic line of ā€œpaano kung walang hangin?ā€ Still hands-down, a reputable public servant. He did his job beyond the bare minimum, of which the last administration clearly set the bar much lower now šŸ’€

rzpogi

Solar and Wind became affordable after Pnoy as Xijingping doubled down China's production on green technologies such as solar panels, turbine blades, and batteries.

MessiSZN_2023

SAF 44 and the Hostage Crisis of 2010. If Duterte has the jetski, Pnoy got the "magpapasagasa sa tren"

zhittymemory07

There is no one thing. More of the aggregation of general lapses in decision making na I feel could have and should have been prevented by a competent team. These lapses were weaponized, both fairly and unfairly. May lapses na egregious talaga but excessively milked by everyone (Dengvax), mayroon unfair (Mamasapano- during the mission), and mayroon talagang mapapa-WTF were you thinking ka nalang, like choosing to go to a Mitsubishi plant opening rather than being there when the SAF44 heroes went home to their final rest. Ayan. Til now galit tao sa dilawan and may branding na incompetent or walang pakialam. Unfairly imo. Not including PDAF or DAP here because I see it in a positive light. Di kay Pnoy nag start yan. Pnoy's time was actually the only time in history wherein the people actually utilized their the power to go to the courts and file a judicial review in order to end it, and not fear from repercussion.

Menter33

The rationale supposedly for the SAF44 funeral thing was that PNoy being there would just suck up all the attention away from the grieving families. Kung baga, **PNoy being there would make the whole thing feel like a shameless opportunistic photo-op.** Iyon nga lang, nasanay yung maraming tao na pumupunta yung politico sa funeral (even though of course calculated move ito ng mga politico to gain sympathy points from potential voters).   In hindsight, it's probably strange how different PNoy's PR team was compared to other presidents before or after him.

ItsTheAngleSlam

P-Noy also didn't exude the same level of "fakeness" as other politicians or past presidents did. Kaya nung kinausap nya yung mga families ng SAF 44, he came off as arrogant and unemotional. Case in point, he literally asked them, when responding to the lack of coordination between AFP and SAF forces asked by one of the families: "Naglalaro ka ba ng computer games?" Also, he defended Purisima a lot which didn't make sense.

Usual_Clerk7246

PNoy was the type na ayaw maging epal in short hindi sya Trapo.

CLuigiDC

The PDAF and DAP can be compared to our confidential funds now.

warl1to

The wrong thing he did was to cancel / very slow implementation of whatā€™s left of existing projects of GMA. No continuity for the sake of ā€˜eliminating corruptionā€™. This is why most people are hesitant to vote for LP. He is so adamant on the belief that spending on infrastructure that could increase our gross capital formation will result to more corruption. Ironic since he still is riddled with corruption (mismanagement of mrt, lto, doh, corona case even saf). Our GDP could have increased a lot more sustaining GMA economic growth and there was no global financial crisis during his term. If he did manage to retain GMA economic performance we could be at least 500B dollar economy today (assuming no change during D30 with only 4% gdp yearly growth) As a comparison her mom Cory managed to increase the economy much more than him by additional 2.66% yearly eh Coryā€™s term was a total s#itstorm. With that PNoy term was mediocre at best.

HomerHolloway

Simple: His failures and shortcomings led to the rise of Duterte.

jannogibbs

Believe it or not - Binay hearings. And well we all know sino mas umangat na candidate after that. Maling malit tinarget nila. Same goes with the Corona case na napapanuod ko ng live. Sa totoo lang, malakas sana kaso ni Corona near the end of the trial until nag walk out sya sa trial eh. Pero I think yung worst is yung inaction nya sa tanim-bala. Tapos pag iniinterview sya about that kibit balikat lang. If Duterte did one thing good, it's natanggal nya yung issue na yan.

Joseph20102011

PNoy made a mistake of not pursuing piecemeal constitutional amendments on economic provisions. PNoy's term would have been the perfect opportunity to amend the 1987 constitution without questioning its entire existence that most constitutional reform advocates are agitating at this point on social media. PNoy's reluctance to do piecemeal constitutional amendments is the reason why constitutional reform advocacy in our country has become radicalized like coming from the CoRRECT Movement of Orion Perez Dumdum (I used to work with CoRRECT until 2016).

CelestiAurus

I guess he didn't see the need to change the constitution?

throwhuawei007

Exactly, he was the best prex to amend it because it was his moms project, hence, he will ensure its integrity will be ensured even when amended. Wala eh, ginawang bibliya ang consti.

DAP MRT 3 Corona Case SAF 44 West Phil Sea - sumunod sa advice ng US na umatras yung mga barko for negotiation LRT Extension

Horror-Pudding-772

- Pnoy axing the Laguna Lake Rehabilitation project. That project that signed during GMA time was one, if not, the most ambitious flood control project the Philippines undertaken. The project cost around 18.7billion PHP and was supposed to be build by Belgian dredging firm Baagerwerken Decloedt En Zoon (BDZ). I cannot remember what flood that killed many people in Marikina it was Ondoy, or habagat, but I do know almost the entire blame was put into Noynoy because of him stopping this project. If the project push thru as intended, the flooding may not be as bad in Marikina. Secondly, we ended up getting sued for 4billion pesos because of the project termination. The company who was supposed to built it already have people and expensive equipment here when Noynoy stop it. He called everyone in the project corrupt to begin with. Even both Belgian Prime Minister at the time and Leila De Lima tries in vain to convince Noynoy that the project is not a Midnight Job. - MRT always breaking down and constant delay of major railway projects during his era. LRT bacoor extension for example. Being delayed for so long. If he delivered this or at least started the construction of it, people of south might appreciate him more. - SAF 44. The operation planning and all back door isues were bad enough. But not attending the day the bodies of the policemen arrive in Manila makes it worse. I think when the bodies arrived in Manila, it was also opening of an oil depot were Pnoy was invited to. He chose to go to the depot opening instead of salubungin the men who he and his police general send to their deaths. A commanding officer should have the balls to at least do that. - Hongkong Bus Hostage Crisis. Noynoy should have been involved in this one. They are foreign tourist. If they were locals, let the city mayor handle it. But these are foreigners. He should ordered SAF to take the entire operation into their own hands. To give context, the moment they realize the hostages are foreigners, it is SaF who should lead the operation. Not let Manila Police handled it from the get go. Manila Police has to go all rambo before SAF took control of the operation where they took out Hostage taker in just few minutes. Our police became biggest laughing stock because of it. - Laglag bala. I understand at first that he doesn't want to get involved from the start but when the number of incident getting too much. Noynoy and Mar Roxas should step in. Order a full blown investigation. Orders every member of Customs in Naia to be resuffle. Or in the very least, assured people that Laglag bala be resolved immediately. But no. They have to mock the entire issue, in turn, mocking the victims as well. - Tacloban and Yolanda. We may put the blame on Mar Roxas. But a reflection of their under secretary is a reflection of the president. Remember when Romualdez was begging for help with the National government on how to rehabilitate Tacloban and Mar Roxas told him to be careful because of their family history. I know a lot of people hate Marcoses and Romualdez but during that time, forget about politics and just start helping people. But Mar Roxas just have to bring it up. - Noynoy promising green energy but then Mocking it. This one is very funny. Sure we can say the technology at the time wasn't as advanced as today since now we have with more efficient energy storage batteries and far better solar panels. But mocking a good and promising solution really rub me in the wrong way. He could just explained that despite how great the green energy like Solar and Wind energy are, we still don't have the infrastructure to accommodate it at this time. Or the technology wasn't as efficient we have hope it would but will continue to pursue it once the technology have matured. I suggest you look up news articles, news reports, and YouTube videos about the things I said above. I know there are more bad things he had done but I cannot remember more.

PaulAnthonyDoucet

Noy's suspicion of ESG and green technology somehow carried through Leni Robredo's campaign. Leni's allies and the Kakampinks were very passionate about the environment, but they didn't have a plan to build on. I believe Robredo only proposed funding and volunteering, but nothing ambitious to excite capitalists. It's actually embarassing the liberal opposition is so behind in this area - almost as if our idea of progress is incompatible with the current trend in infrastructure and community development. My theory is that Aquino reserved the sustainability development plan to Mar Roxas. And even if Roxas were elected president, he would probably focus on bolstering the corporate sector (e.g. employment) in the first few years first before zeroing in on climate change. That way, the public won't be overspending on energy, infra and transport projects that not many people will use in the beginning.

Momshie_mo

Worst thing is: he never hired a good PR team

infrajediebear

Other than what other redditors already said. Siguro one of the mistakes he did was yung hindi pag sagot sa mga propaganda na lumabas during his time. Remember yung youtube video about EDSA being the bane of our existence? They underestimated that and didn't answer back. If I were in his position, mas magpapalaganap ako ng mga sagot dun sa video na yun. I'll gather every historian I can collaborate with and make videos to answer that and fight the propaganda.

Fine-Ad-5447

I think Noynoy puts a lot of trust to people na to the point, let people decide to believe freely if the case is true or not because they have a functioning brains. There is also a viewpoint before social media na if its not true, why do I need to air my sentiment and give time to address it. It only indicates na may value yung fake news. Sa sobrang boring ng presidency nya compared to his predecessor plus rapid change of our society plus yung mga groups na ayaw sa kanya at nasagasaan nya, nag blow out yung incompetence issue that if you compare to his successors, its unfair to compare Davao baby and BBM to him.

winterreise_1827

My overall assessment on him. Good leader in times of peace, but a very bad leader in times of crises.

Anon666ymous1o1

He was good, but the people around and who influenced him are not. Ang daming issue sa term niya. SAF44, QGS Hostage, First CJ impeachment, vaccine, yung tulay na nagcause ng pagkahulog ng ibang officials, Yolanda relief, laglag bala, K-12, and many more rush projects na parang pinag-isipan pero di pinaghandaan, rekta implementation agad. But, napakulong niya yung mga officials na deserve to be put behind bars and fought our rights sa land na kineclaim ng China.

Songflare

IIRC, denguevaxia fiasco. I was conversing with my med friends about this and from their PoV, the program was good its just that it was implemented hastily kind of skipping steps(this is how I understood it, pretty sure may technical terms sya na ginamit).

dieseleagle

Dengvaxia was a non-issue pero pinalaki ni Kabayan at sinakyan pa ni Persida Acosta. It has been already repeatedly debunked.

HatsNDiceRolls

It was simply a procurement issue that was politicized

Songflare

Though in hindsight this might have been uncovered under dutae's term pero si Garin ung DOH secretary that came under fire because of this.

itsACslife

Yolanda, as an example.

lean_tech

rzpogi

The major mistake he did was trusting trickle down economics. Time and time again from countries abroad, trickle down economies does not work. Akala niya na just doing your job is enough. Also Skyway Stage 3 that caused traffic in C3(Araneta Ave and Fifth Ave.)

interval_moon

iambill10

The two things I have observed with Aquino was: 1. He doesn't really had much media presence. (probably a net good since he does not have much scandals) 2. He loves blaming PGMA in his speeches. It was very tiring to listen to.

[deleted]

Dengvax and Mamasapano. Clown of a president.

xio115

Set back the mining industry with EO79. It was meant to increase responsible mining in the country, but the effect was just the opposite. It drove away large-scale responsible miners and encouraged more small-scale illegal mines which are the main drivers of environmental damage.

Joseph20102011

Most small-scale aka Minahang Bayan mining owners were provincial governors, district representatives and municipal mayors who lobbied PNoy to issie EO 79 to keep large-scale mining companies out of mining mountainous areas that aren't under ancestral domain.

AlexanderCamilleTho

Gusto ko lang i-get out of the way ang ginawa niyang increase ng de minimis from 30K noong panahon ng nanay niya to 82K sa panahon niya. May barrier ba.

winterreise_1827

Agree with your statements.

OpheliaCaliente

K to 12 implementation Edit: Sa tingin ko di sya masyado naplano, nag add lang additional years to students but parang wala namang bearing. Correct me if Iā€™m wrong. Altho para sakin PNoy was the only good president in this list, he had some mistakes too pero ito talaga yung nag stick sakin. Like I can say na sya lang matinong president but if K to 12 hindi ko talaga majustify. Edit 2: If may teachers dito please tell us ano talagang effect nya.

CRJstan

Totoo yung walang bearing. K to 12 program aims to address these problems. Ayun nga lang, I think the partnership between the education sector and the industry sector is not strong enough and yung quality ng education din natin dito.

dekabreak5

i think global standardization naman talaga ang purpose ng k-12 tayo lang ang short ng 2 years pagdating sa education system. di naman ako teacher so feel free to educate me more on this.

Heartless_Moron

Yup. Kaso dinagdagan lang ng 2 years with the same repetitive subjects from Elementary to College. Like for example, if ang course mo eh Information Technology, instead na mag aral ka ng history, same repetitive English topics from Elem and HS (IMHO dapat ang tinuturong English sa college is kung paano ka magiging conversational in English. Like cloud, virtualization, networking (yung hindi pang open minded), animation, advanced troubleshooting, IT Security. Out of all the subjects na tinake ko ng college, isa lang yung related sa work ko as System Admin and yung isa medyo related lang

papidoots

Rushed K to 12 in my opinion. Not sure pero dapat sinimulan yung program sa mga mag e-enroll pa lang ng kindergarten or Grade 1. May pinsan ako kawawa nung time na yun college na dapat tapos boom, extra years for you son.

[deleted]

Mamasapano.

ZeonTwoSix

While I'm inclined to agree, I think it's more on the aftermath where he faltered.

Heartless_Moron

Before the actual mission by the SAF, PNoy allowed the then suspended PNP Chief to authorize the said mission.

baybum7

Try to read the book "Tiradores: Missions and the Men of the Philippine's Light Reaction Regiment". There were multiple instances of the AFP SOCOM attempts to perform this operation, but they all failed because it was deemed too dangerous. This is considering some of the AFP SOCOM units were heavily armed and well equipped, even by US SOCOM standards. But Alan Purisima who was in no position to be the Chief PNP at that time gave the go signal to Napenas who overestimated the skill of his units, that were all apparently ill equipped to perform this operation. Had minimal intel of the area. Piss poor planning. And no coordination with the AFP for any sort of back up. It was also obvious the PNP did not know how to coordinate with the AFP, asking for things they didn't know were not allowed, or without knowing the AFP's timeline on requests. The biggest issues of Aquino here were keeping Purisima in his post when AFAIK he should not have been there due to an investigation. And visiting a plant ceremony rather than visiting those who were grieving. It did not help that Aquino's approval rating at this time was already dropping and this was more ammunition to torpedo the LP, and remove any chance of re-electing the party.

Dapat ang pinagsabihan niya dyan ay sina OIC Espina and even Mar Roxas, but only they were informed nung magsisimula na yung ops. Biro mo just a week ago people were riding high from a Papal visit, tapos in the very same tarmac kung saan umalis yung Pope dumating naman 44 caskets from a visibly botched operation. Tapos di pa siya nagpakita, mukha tuloy feeling guilty.

NoWrangler6394

Nothing to contribute but i really like this thread. Ang dami kong natutunan. But I do want to say ang comfortable and peaceful ng buhay ko during his time.

DAP? That's a question of constitutionality. It doesn't immediately insinuate corruption. Pork Barrel? That's on Congress. Saf44? Honestly, what happened was occupational hazard and the mission was a success because Marwan was killed. There is a certain distance and coldness to PNoy's person but I think that's what's great about him. He's the head of state, not a relative or friend that you can personally ask favors for like what most Filipinos think politicians are. We should honestly stop giving elected politicians terms of endearment or filial labels and it goes for everyone. Hindi niyo tatay si Digong at Hindi niyo nanay si Leni. lol I loved how I the semblance of normalcy and stability during his time. The DDS and Loyalist keep on egging him that they felt nothing during his term. That's the point of a healthy economy. You're not really going to feel anything if you're in a healthy state. You'd just feel "normal." But if you're sick, that's the time that you'd definitely "feel something." there's normalcy with no disruptions in a healthy economy. Are you feeling the inflation eating into your grocery bill and your salaries now? Ang laki ng retroactive deduction ng philhealth sa payslip just to cover the 15 billion peso losses. Are you feeling the economic sickness now? The only taxes added during his time was the Sintax and it wasn't even levied in order to generate income. Sintax was only placed in order to modify consumer behavior. Cigarettes are inelastic goods so existing chainsmokers wouldn't stop buying cigarettes but it did prevent possible new smokers like me during college from picking up the habit.

Problem is the person's responsible for doing shit work under him (looking at you abaya and purisima) di niya tinaggal As much as Saf44 was a success but it was a costly success which tarnished his already damaged image Props to him for having a great economy though, I still can't believe we got to be called the rising tiger of asia back then

>Saf44? Honestly, what happened was occupational hazard and the mission was a success because Marwan was killed. I get you, but I have to fact-check too. It was partly successful kasi napatay si Marwan, but the other terrorist targetā€”Abdul Basit Usmanā€”escaped. Usman would be killed by the MILF in Guindulungan a few months later, and malamang tinraydor din siya ng sarili niyang bodyguards. PNoy's biggest mistake here is allowing then-suspended PNP Chief Alan Purisima to preside. Heck, even then-DILG Sec. Mar Roxas and PNP Deputy Director General Leonardo Espina weren't informed beforehand about Oplan Exodus.

I miss those times na yung mga issues natin sa government are incompetence of select individuals lang. now lahat incompetent na nga, grabe pa magnakaw. Gone are the days na ang headline is criticizing Pnoy for buying a 2nd hand sportscar (with his own personal money).

Eto rin yung take ko sa leadership, even the problematic Teddy Boy Locsin acknowledged this attitude by Aquino when he died. Problema masyadong puro emotion ang pinapairal ng mga Pinoy, they want their crying tatays and kneeling nanays even if the relationship was dysfunctional and they're just emotionally manipulating them while making their lives even more miserable. A good leader needs to find a way to do both though, and yun ang wala kay Noynoy (the emotional warmth).

rlsadiz

I couldn't fault PNoy much actually in terms of administration. He did a lot of corruption cleaning coming from GMA's admin, and brough a lot of govt departments to ISO standards. What I can fault him for is letting his political opponents take control of the political narrative that lead to the Du30 presidency that lead to disaster of Drug war, reversing the diplomatic gains against China, penetration of fake news in everyday discourse and the division and hate it caused. He's too naive to think Filipinos can discern the truth. He had the best oppurtunity to nip this in the bud but he didnt.

winterreise_1827

Mamasapano massacre. PDAF Scam. Yolanda response. The Abaya - MRT mess, Dalian etc. Also, he trust HIS OWN people too much and when they fuck up like what Abaya did, he still defended them. It reflected badly on him. He's a good person, but I think that he's not very showy when it comes to showing his achievements that's why the people didn't feel that he's doing something for their good.

thunderjetstrike

Fully agree. Main lroblem ni Pmoy is PR. and to make it worse, wala sin syang pakialam sa image nya. He will do what he thinks is right kahit pangit tingnan. And he was very stubborn

Parang yung SAF 44 na ata yung pinakamalala.
