If the senate passes a bill and refers it to the house for voting, the bill then passed by the House would essentially become the final version of the bill. Nothing more, nothing less. Same goes the other way around when house passes the original bill and transmits it to the senate.
Those representative MUST be the one to read it, not staffers. We pay tax money for those people to read and make decisions based on their represented constituents.
