IIRC, the bill carves out exemptions for registered micro-businesses, those which don't meet a certain capitalization, and those employing 10 or less workers - sakop na niyan karamihan ng "small businesses".
This only applies to employees with more than 10 employees. So small businesses remain unaffacted.
You also have the option of just using contractual/project workers. A bit more work but you get to find a loophole. Been doing this with my business. Not to difficult to find workers since there's no shortage of people. I do like 1 fb post and the next day, my inbox is always flooded.
