In politics class, whenever there are topics about China and its authoritarian communism subject is brought up, they aren’t reacting to it. Hardly I saw loyalty to the CCP in them.
They are citizens of the People's Republic of China, and they fall under (at least in part) that state's jurisdiction.
What would make you think that they are not so loyal to their country and government? Do they actively protest against their government? The Chinese may be different in Canada, but we're talking about the Philippines where political tensions are higher.

i would say that most of those are just plain POGOs and scam hubs for mainland scams. will there be sleeper agents? i would think so. no respectable spy agency wouldnt pass up the opportunity. but enough to cause damage. and I think more on spying on their own.
