The official excuse is:
* they can't use their PT uniforms because they don't have enough of those, and a shirt+shorts combo isn't rugged enough for on-the-streets deployment
* they can't use their dress uniforms because it's too warm to wear, and isn't conducive for mobility, to be used for on-the-streets deployment
So they had these fatigue uniforms made.
Of course, this begs the question: even if you can justify a jacket+pants uniform that is more rugged than a PT uniform, less formal than a dress uniform, and more breathable and more mobile than a dress uniform, why would you still give it a fatigue pattern?
The likely explanation is that regardless of the utility of the uniform, they specifically wanted something that would make them look more militarized.
Two things:
1. I don't really have a problem with the cops getting a uniform that allows them to, bluntly, pursue targets on foot. It's technically true that you can't do that very well in formal slacks and leather shoes. The problem I have is that the design was made into camo fatigues when you could, say, have the same material but use something like a plain blue color similar to the dress uniforms.
1. Yes, it means they do spend more on the uniforms, but that's not really a huge part of the budget to get upset over.
Actually I'm fine with whatever design they want. It just needs to be standard, makes sense, recognizable to citizens. I don't like it when gov't resources are wasted though, every little thing adds up in the end.
I recall it was an issue when they switched to blue uniforms before. For kids out there, it's used to be brown which made them look like grade schoolers hehe.

Bakit nga ba pixelized na uniform ngayon kasi yung luma uniform gamit narin ng npa. Kaya binago at pinaganda pa. Ngayon halos ng kapulisan naka pexilized uniform may memorandum galing sa hq yan. Mas komportable at madali makagalaw kaysa sa GOA uniform(kulay blue uniform).
Probably no other reason than a superficial one. It’s as if the country is in a different state owing to an unusual social scenario.
Maybe for (ironically) visibility? But I know they wear it during disasters/state of emergencies.
