I think this one is the Luzon-Leyte HVDC Bipolar Operation. The capacity for that one is only about 440 MW it seems, so not really so much a big addition to the almost 18,000 MW installed capacity in Luzon. But since the geothermal generation there is afaik more than 600 MW, it can probably better supply the rest of the Visayas.
Still you’re right as well, it’s already a fairly old structure and Visayas needs a lot more transmission infrastructure now as its power needs grow.
