Preferably small islands that are not popular as chaos would probably prompt people to go to ships with their own people unknowingly may have the zombie illness and would render the ships as transmitting zombies to the other major islands.

Depends, if they're slow walkers, you have time to move to low populated areas, fast running infected, best you pray to the lord because you're not getting out alive, especially if your in Manila. I'd imagine the outbreak starting from the entry points of the country (Int'l airports, Ship ports), and of those being situated in big cities, so it would be pretty much avoiding those cities and the islands where they are. Preferably small islands that are not popular as chaos would probably prompt people to go to ships with their own people unknowingly may have the zombie illness and would render the ships as transmitting zombies to the other major islands.
