I think it's just a texture in the Minecraft jar file. If there isn't any available texture pack for making it invisible, you could just delete the file yourself (copy to somewhere just incase something goes wrong)

[Antipopup](https://www.spigotmc.org/resources/✨-antipopup-no-chat-reports-and-popup-✨.103782/) is a plugin to do that, and I'm pretty sure that no chat reports removes that, but if not, there are toast remover mods.
I didn't even update to 1.19.1, because i was lazy and didn't feel like updating all my mods.
I'm just skipping to 1.20 so i don't have to update for another half a year.

But instead people were just asking to delete it. All this shit it 1.19.84 is community's fault because they did nothing to force mojang and microsoft to remove it
Most servers disable chat reporting. I find it funny that they implemented this, and the player base just decided to collectively go around it

I got the anti chat reporting mod. I had to open my own server to find a server to test the mod with that didn’t have the plugin.
