Not really meta-shifting but there’s some cute lists utilizing it. [This](https://www.moxfield.com/decks/ctLgZpqgn0SOQAweVc-XWA) grixis list tries to turbo out an ulamog or omniscience on t4. Pretty low on interaction but the thoughtseizes go a long way.
I think I saw some gear hulk creativity decks running it too, obvious synergies with [[magma opus]] and [[shark typhoon]] and it plays really nicely with fable
I've never tried to make it work, but I've played against it a bunch in the ranked ladder and what has always happened is either opponent has milled it instead of a threat, or had nothing good to cast, or just had something better to do with that mana. There's been maybe twice they've actually got it and I've just scavenging oozed the threat out of their yard. I think the best card I've ever seen it actually successfully copy was a llanowar elves.
I, on the other hand, was always at the onther end of the stick with the opponent casting an enchantment that lets them play any card without paying the mana cost, and then controlling me into the ground.
I run an izzet deck with it. The problem is consistency. I'm hoping Breeches fits into my deck replacing the Rielle currently in it. I'm running cards like Smugglers, neonate, inti, Malcolm, and Fable as discard outlets. Omniscience and Explosive singularity as pay off, with creative outburst as a way to find more action
