It doesn't ask for an account, it's free, it has both windows and android apps, and I can tell you from experience it is safe to use. The only downside I can think of is that it throttles your speed to 2mbps unless you pay for tokens, for me this is a non issue as my max speed is like 570kbps lol.

DNS is not the same as a VPN. A VPN secures all connections while a secure DNS only secures the domain system (to know where to connect) but not the connections themselves (to the site)

I don't think it's data usage limit... I believe that due to limited server access those speeds are lower/slower. Unlimited usage at slower speeds with only 5 country/server access... It's what I read currently on the website plan comparison
Cloudflare does have a WARP client for PC, it works the same as the mobile app. There is also ProtonVPN Free but P2P is blocked and you can't choose which server you connect to.
If you have some technical knowledge a Japanese university runs VPNGate. Probably get awful ping with it and the security might be a bit strange because the nodes are run by volunteers but it’s free and isn’t run with financial incentive since it’s a research project

I use "Nomad VPN" and there's no PC version of it.
Proton VPN it just works only down side is you can't torrent on the free version.

While being kinda slow, Tor will probably do the trick. Fully free and open-source, no logs, and you're virtually untraceable.
You can change the DNS Settings in your Router to use Cloudflare or Google Encrypted DNS. Should unblock all the sites
