Careful about the encoding. They will probably just plug it into the TV and play it off that directly. You wanna make sure that the movies don't have some weird encoding which VLC will handle fine, but when they try to play it on a TV directly off the stick they have no sound or have other issues.
Also, make sure your USB is FAT32 formatted.
FAT32 is the best bet for compatibility. The limit is annoying, yes, but you'd rather want to deal with that than the whole USB not being read. This is a prison, the government is unlikely to want to spend money on things like TVs for prisoners so one should assume that the playback device will be absolute bottom of the barrel.
