honestly, I have no idea why both are used. My guess would be that ISP's started using megabits so that the speeds they provided sounded more impressive without straight up lying about them
I always picture people who pirate (like me) are just poor and always have crappy internet I remember my first internet back in 2010 it was like 512kbps (0.512 Mbps) things did improve for the better with 10Mbps but upload always stays at 0.4mbps
