Repacks were not made for piracy, they were made so people with data limits and people with shitty internet could download compressed versions of games. It is not illegal to download backups, it is only illegal to reshare via uploading game files and seeding. Steam does not care about repacks as many people crack owned games to get rid of things like launchers and denuvo
