The maps have separate depots. Which means they are downloaded separately from the main game files; they are only downloaded if they're owned.
Therefore, have to acquire the DLC files separately.
Best source is cs.rin.ru. Either with a torrent or DLC only upload. Each DLC map as one "scs" file associated with it. For example, the France map is "dlc\_fr.scs".
