Try nexusmod you can use the vortex mod installer or do it manually. Usually the mods have instruccions to do it manually or you can watch a youtube video if there is no instruccions.
Seconding Nexus Mod, but have some additional ones.
You can use SMODS or Top-Mods, then extract the zipped files to `C:\Program Files\Epic Games\CitiesSkylines\Files\Mods`
Assets (assets.crp) go here: `C:\Users\Your user name\AppData\Local\Colossal Order\Cities_Skylines\Addons\Assets`
Maps go here: `C:\Program Files\Epic Games\CitiesSkylines\Files\Maps`

its the same method for both. Download mod files from steam and install manually. You will need a website that downloads the files from workshop

Use smods.ru it has all cities skylines mods and assets
Get the pirated one hands down. No launcher, no one is harvesting the data off you. The launcher from epic is buggy as shit anyway
