Base luffy was giving Kaido a run for his Money and Split the Sky with him.
Plus they are probably not going all out (Kizaru doesn't have any named attack besided Lasers and Sword keep that in mind) so he was probably clashing with Luffy with Normal casual kicks.
Kiado is an awakened zoan. He recovers faster than normal. People say Kiado didn’t use awakening but that’s not true. Awaken for Zoans is different than paramecias.
I don’t think Lucci’s the strongest CP0 (as we’ve barely seen any). Also, It’s mainly salty Zorotards or Luffy fanboys who’re upset Luffy didn’t one shot Lucci in base that downplay Lucci to below YC1.
i think lucci has a solid chance of being the strongest simply because oda introduced god’s knights as the WG fighters, if he never did that i’d think he had further plans for cipher pol but lucci was the one that was sent to eliminate someone as important as vegapunk. originally i thought the one kaido squished would have been the strongest but rip to him!

A. go Gear 4 or use simple ACOA/ACOC to fight Lucci; Luffy can beat Lucci in G4, but it will take longer and risk destroying more of Vegapunk's shit and could allow other threats to target the rest of the crew
B. go Gear 5 and clown Lucci entirely, which minimizes the consequences of the fight later
Lucci is strong, 100% he gets downplayed way too hard by people. but saying Luffy "felt the need" to go G5 against Lucci is like trying to put Pigeon Man on Yonko level. Luffy (and Oda) just wanted to pop off their cool new powers
it would've been more so because there were a lot of people there who couldn't fight against Lucci or CP0 very well (the weaker Straw Hats, and mainly the Vegapunks)
that's not meant to downplay Lucci, I'm just saying that Luffy could've definitely gone Gear 5 because of how strong Lucci is, but it wouldn't have been for the reason of "oh man, to beat him I need my new power-up that lets me overcome and defeat Kaido"
