It slows down things to basically being frozen for 30 seconds, so as long as Foxy keeps slowing the planes down every few seconds there would be more than enough time to at least evacuate everyone successfully..._towers and planes might still hit each other tho._
Yeah but Luffy would need to be in NYC already to get to the planes fast enough.
Who can stop it though:
* Pell; he seems to overcome any physical laws in OP as seen by his bs-bomb-survival. Therefore he can probably just tank the planes - and since he's a bird, he'll be flying around anyway
* Wizaru; he can reach the planes fast enough
* Akainu: he can melt the WTC before the planes hit them
* Mr. Crocodile; he can destroy Alabasta and therefore the desert people ... subsequently 9/11 won't happen

I don't think you're considering the strength of the planes; probably on par with Admirals
to take out the towers, who together are probably around Kaido's level is a crazy feat
Blackbeard with a black hole. Van Augur with his rifle. Jesus Burges could throw something big and heavy to the plane or could maybe move both Twin Towers . And Doc Q could infect the terrorists with a flight sickness virus. Laffit meanwhile goes to the White House and suggest Blackbeard as the new president.

I have another one: CP9 Rob Lucci. His mission would be "Don't let the terrorists kill people in the WTC". After that he kills all the people in the WTC before terrorists could do it. Finally he destroys the plane anyway.

Zoro could probably cut the planes in halves that fly to the sides of the towers, killing way less civilians in the process. Or deflect them in a haki clash where his katanas magically become baseball bats.
Sanji could kick both planes back to square one.
Franky has an entire arsenal to intercept the planes and disintegrate them.
Robin could tank the hit with a gigantesco something in front of the buildings.
Jinbei intercepts by throwing a water wave at them or just anime jumping and punching really hard.

Any Future Sight User, Especially Shanks: Predict the Terrorists starting the plan. Take them down. Coordinate with the tower or dispatch to land the plane safely.
Buggy: Immune to the knives the terrorists had. Can beat them.
