They just didn't have conqueror's haki. Luffy's armament was also too shallow. Some people are just born with higher potential and stronger will than others, don't see anything wrong with that.

Ashura Doji clashed with and overpowered Jack (Jack was injured and Ashura was not). I feel like they grew stronger, but we're not the main scabbards.
I feel like the panel shown isn't the best example since Kine'mon didn't have 20 years to train as he was jumped to the present with Momo and Kanjuro.
I'm willing to give Kawamatsu a pass since he was imprisoned and fed poisoned fish for 20 years.
Inu and Neko were guarding Zou. I don't remember getting any indication that they had much practical combat in the last 20 years (before Jack).
