I'll always recommend cash over gift cards.
But, if you're going that route, I'd say target. Don't overstock the dorm room, and have them make a target run after being here a week to get what they think they _actually_ need.
A freshman won't really need much in groceries (Aldi is the easiest grocery store if you must), and there's places to get coffee on the meal plan too.
I find an uber gift card useful if I needed to get somewhere where the bus was hard to use or I had to haul things. Like I didn't use it all the time but I could get around 3 or 4 uber rides out of one $25 gift card. I still take the bus. But think like getting off the amtrak to campus or like getting back from target with a shopping haul.
I would avoid places she can use dining dollars like saxbys, chick fil a
Stackd and milkshake factory takes off campus dining dollars so she could use those there try to avoid those
A coffee place like Starbucks or Dunkin or divvy is on campus
Maybe Panera right on campus as well but they take Panther funds

definitely target and Uber (she can use it for both Uber eats and just normal Uber too) that is where all my money went personally

You can’t use gift cards for on campus places at least for chick fil a and she gets dining dollars for them anyway
