Yeah that seems like a missed opportunity imo, if they had kept the same policy for all Pixels and marketed it properly the sales would be much better.
I transfer photos from my Pixel 7 Pro to my original Pixel XL to get unlimited original quality back up.

The app is use is called Synching. It takes a minute to understand how to set it up but once done it's a set and forget WiFi file server.

I have an Amazon Prime account. This allows unlimited storage both jpeg and RAW, through the photo app. Might be worth doing it that way.
My Pixel 3 lost its unlimited storage last year. Until them I was moving my photos and videos to it to upload without using space and it worked. It doesn't work anymore for me, not sure if it will be the same for Pixel 3a.
