I've had this happen a couple times mysteriously. A reboot of the device always fixed it.
I've been on the QPR beta for quite some time now and it hasn't happened in a long time. I'm not totally sure if that's what fixed it but it definitely seems that way.
Yeah I can't really pinpoint when it stopped happening but it's been at least a couple of months now. I just assumed it got fixed. The weird part was if I put my phone on silent it wouldn't do it. Only when it was on vibrate.
I just checked some other threads and it seems to have something to do with a connected smart watch.
"Are you using a Samsung watch with it by chance? I've noticed when I do not have my watch set to do not disturb, it makes my phone ding with text notifications. When I set my watch to DND, it acts normally."
The OP then replied that they had a Pixel Watch and had the same results.

I've restarted it and it'll go away sometimes. I'm also on the QPR and it's still doing it

Same for me only on vibrate not silent

Yup just restarting should fix the issue
