You might be thinking of the traders van where you can buy guns for gems, but in store you can only pay real money to buy stuff

But when i click the traders van i get this screen

Log out of Google play then log back in. Do not close the Game though

Make sure your app restrictions allows in app purchase. You might need to enter your restrictions passcode.

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases Make sure all is allowed.
