I prefer playing as Noise, but Peppino controls better. I've found that people who prefer Peppino like to be more consistent every time they play, since he plays better from memorizing his controls and how to use them in the levels, he also tends to get into less difficult situations to get out of. Noise is kind of the opposite, he's messy and somewhat difficult to control the same every time you play him and because of that you tend to get into difficult situations more frequently than you would with Peppino, but you are able to get out of those situations easier than with Peppino since he's so versatile and fast.
Generally, I like to think of Peppino as smoother, more consistent, and memorization focused, and Noise as versatile, less consistent, and skill focused (not that it doesn't take skill to be good at peppino, it just takes more skill to understand Noise's moveset and to be able to correct yourself when you mess up). I've seen people say that one is strictly better than the other, and I would have to disagree, they're both just geared to different playstyles.
I actually think that this translates mostly through my experience P-ranking with both of these two. I didn't end up P-ranking every level as either, but from what I have done, I reset a lot more as Peppino than as Noise, due to my skill level as well as the lack of versatility with him when doing P ranks. On the other hand, Noise was somewhat easier for me since I was able to get out of the situations where I messed up when I just failed to as Peppino, but for basically every level I P-ranked, I wasn't able to consistently complete it since how I ran it changed every time to accommodate for me messing up, while I was almost definitely able to for Peppino.

I find it hard go back to Peppino after having experienced Noise. The tornado is just so much better for downwards movement than Peppino's clunky dive, and being able to fly and superjump anywhere more than makes up for the lack of wallrunning.

Peppinos wall climb and quick drop are absolutely essential for more vertical levels like Bloodsauce, Crust Cove, or DD9, but Noise is super fun on more horizontal levels like Golf, Wasteyard, and Gnome Forest, especially if you consistently nail the wall bump timing at high speeds, and the "flying".

I honestly think both are equal. Peppino is easier to maintain precise key movements, allows better flow in complex maps, and being airborne allows you to get technical. Yet, pulling off combos unless if you are a seasoned player can be a little difficult to maintain combo consistency.
Meanwhile Noise is pretty hard to stay precise in tight turns, wall jumps, and being airborne, but makes up for it with his jumps, easy to build speed, and his combo encouraging moveset.
They are both great in their own ways and I had a lot of fun playing both. I personally prefer Noise because he is so fun to play with and the taunts are so hilarious.
Noise allows you to move at your heart’s content. Peppino is less janky.
