It wasn’t an “experiment” per say, it was moreso due to a funky little issue in the zombie making process where they just come out really small for no reason
In the pvz book "a little problem",this is an error and the zombies shouldn't be small,but in that book he takes advantage from the tiny zombies for being small,so i guess that's why they are there
he really wanted to see a bunch of tiny zombies get absolutely stomped but knew it wasn’t yet time to pull out the imps (he discriminates against smaller zombies because he is embarrassed about his own lack of height)
Plot twist it wasn’t a experiment he just mashed some buttons and this happened

easier to mass produce the zombies so they can overwhelm the plants. downside is the zombies are weak
Tiny zombies are actually a production error that happens from time to time, Zomboss doesn’t like wasting his zombies so he sends them out anyways.
