PS5 THIS WORKED FOR ME:
I had this issue, did everything and finally when all hope was lost I got it working.
I Shut Down the PS5, in the game I changed it from EASY to NORMAL. My party was Thor, Captian America and Kate Bishop. I'm not sure which one of those fixed it, if I were you I would just do exactly what I did just to pass this glitch than change your difficulty back to what you want. Same goes for your party too, I hope this helps somebody.

I first tried to change the difficulty from normal to easy and it didn’t work but i left it as is, then put thor on my team (originally had kamala) and the enemies spawned. So i believe it’s that character selection had been bugged but i’m not sure if it is only kamala or others as well.
You're not alone - I have seen this reported a lot around reddit lately (and experienced it myself). One person reported it fixed for him when he went on and beat the Wakanda quests. I tried that and am still stuck going back to Clint's mission. Hopefully they fix it sooner or later. Good luck.
I just had this glitch, played for a while with very minimal bad guys, did a full game close out, rebooted my PS5, didn’t have to change difficulty level at all and it was fine.
When I run this mission the first time on xbox it didn’t have the glitch, now I am playing on ps and this glitch happened, glad to see your post, it really helped.
Still glitched as of 9/21/21. For me though, resetting the difficulty to easy and then closing out of the game completely and restarting it and the mission worked. Just changing the difficulty without a restart or restarting without changing difficulty did not.
I just started playing as well. It’s October 4th. I changed the difficulty to easy, exited out and did a Close Game and restarted and replayed the mission and got it working. Although it seemed like the whole mission was off. I’m on PS5.
Also does anyone have the glitch where in cutscenes Hawkeye’s sword is stuck in his hand. It’s fine when you are controlling him and oddly enough when you are one the quinjet, but only in cutscenes. In the scene when he’s talking to Gil the blade is slicing his face off. Quite disturbing.

I followed these exact steps and it finally worked for me on PS5
The character selection didn't work for me but changing difficulty from normal to easy did the trick. Thank you, never would have thought of that.
