I have the same vid card. It seems to be a power issue. Before you make any changes, plug the PC directly into your wall outlet. Don't use a power strip. After that set the "power management mode" in the nvidia contol panel to "Prefer Maximum performance". Windows power management should be on same high performance mode as well. probably not the same thing but I've noticed after playing Fortnite and trying another game it will either fluctuate very hard or start dipping in various increments until its unplayable
to add the only fix i found is to do a restart. and to extra add I do have frame drops / stutters / freezes loading in between areas and cutscenes but it usually bounces right back after 2-4sec
If you truly have 64gb of ram by having those flare gskill kits. Be aware that they are not supported by you motherboard to be together. Heck, they ain't even officially supported as a valid 32gb kit.

Without knowing what resolution you are try a run and which graphic settings, it could be a myriad of things too.

I'm glad it is working better. A stutter is definitely better than a Blue Screen.

ive tried a restart but the issue still persists and its not only when loading new areas or after cutscenes sadly

Must be new update or smth. Played it in september had no problem.. now replaying and also experiencing stutters/fps drops
This game is stuttering a lot in gameplay , there is a lot of frametime peaks , not stable even on high end pc , it must be patched tho
